PUD Development Stage Plan/Preliminary Plat <br />The City's review and comments on the concept plan's relation to the Comprehensive <br />Plan and development regulations does not grant any rights to the applicant to develop <br />the property as depicted by the concept plan. <br />A land use application for PUD Development Stage Plan/Preliminary Plat shall be <br />required. <br />Additional comments: <br />General: <br />• North Oaks Company, LLC owns approximately 60 acres of land to the west of <br />the proposed development. A ghost plat or master development plan consistent <br />with required residential densities shall be submitted for this area. <br />• North Oaks Company, LLC should consider including this property in the plat as <br />an outlot for future development to eliminate remnant parcels and fragmented <br />growth. <br />• North Oaks Company, LLC should also consider working with St. Paul Water <br />Works on the potential on deeding their property to North Oaks Company and <br />obtaining an easement. <br />Certificate of Survey: <br />• Ash Street should be labeled CSAH 32/CR J/Ash Street. <br />• Centerville Road should be labeled CSAH 2 1 /Centerville Road. <br />Concept Plan <br />• The concept plan is difficult to read with the numerous and varying line colors. <br />• More detail regarding the brownstone development such as access, parking, open <br />space etc. shall be provided. <br />• Density Tables shall be revised. <br />• The parking lot to the senior rental parcel should be relocated more internal to the <br />site to provide a better gateway opportunity to the city. <br />RECOMMENDATION <br />Staff recommends submission of a Land Use Application for PUD Development Stage <br />Plan/Preliminary Plat addressing all comments noted in the staff report. <br />14 <br />
