March 30, 2016
If traffic signals at intersections on the county highway system become warranted on
the basis of projected traffic and ACHD approves and/or requires their construction,
the developer/City/Township shall be responsible for all costs associated with the
traffic signal design, construction and maintenance.
ACHD reserves the right to exercise engineering judgment in the review of all
development proposals and vary from the Matrix outlined above as applicable.
Conclusion:
The traffic operations analysis did show that traffic operations are acceptable with mobility on
CSAH 54 being maintained. However, given the size of the development, there are measures that
will need to be addressed or implemented as stipulated in ACHD's Development Review Process
document (provided as an attachment to this comment letter).
Items to be addressed include:
The sight distance from each of the new intersections into the site from CSAH 54 (20tn
Avenue N.) should be measured to determine if it is acceptable.
Turn lanes will need to be constructed on CSAH 54 at each of the local street tie-in locations.
Thank you again for allowing us the opportunity to review this analysis and report. We hope to
continue coordinating our efforts with the City of Lino Lakes to improve transportation as your
city continues to develop. As the Watermark development proceeds, please work with Zac
Borgerding (763-862-4263) for the ACHD Engineering Plan Review process.
Provided as an attachment is the ACHD Development Review Process document referenced in
this comment letter.
Sincerely,
ABC
ack Forslund, PTP
Multimodal Planning Manager
Attachment: ACHD Development Review Process (August, 2014)
Xc:
- File copy I:\Planning\PLANS\Plan Reviews\Lino Lakes\2016
- Douglas W.
