'�, <br />63 ', <br />64 QUESTIONS AND COMMENTS �'�, <br />65 <br />66 Environmental Board Member Barbara Bor asked about signaling planned for the development <br />i <br />67 area and Community Development Director Grochala reviewed plans for streets, including <br />68 signaling standards, and noted that signals will be possible and a part of design planning. <br />69 <br />70 There were questions raised about the drainage system and whether it leads to the lakes that are <br />71 being created within the development. Mr. Grochala explained the current ditch system and the <br />72 drainage study that has been underway for the northeast area of the city; that impacts the <br />73 development area and involves the lake in the development. The lake itself would provide <br />74 irrigation water for the development. <br />75 <br />76 A question arose about density and affordability and Community Development Director Grochala <br />77 explained that housing fitting into the affordable category isn't a part of the development at this <br />78 time. He explained how density is phased and planned so that it generally increases toward the <br />79 commercial area to the south. Roads would be designed to carry a balanced amount of traffic. <br />80 <br />81 In a discussion about transportation and the lack of commercial within the development, Mr. <br />82 Grochala noted that recent improvements to the intersection of 35E and CSAH 14 were key, and <br />83 along with improvements coming through a new drainage plan that in turn encourages more <br />84 rooftops in the area, will draw commercial to the area. <br />85 <br />86 Mayor Reinert concurred, adding that one benefit of a master plan is that development doesn't <br />87 occur piecemeal. He noted that a more dense development was originally planned for this site but <br />88 this is scaled down and still provides some of the density called for in the city's comp plan. The <br />89 mayor noted his favor with the quick build -out of parks and the inclusion of a community center; <br />90 those elements will be present for residents very early rather than fifteen or so years down the line. <br />91 He said that overall he feels the development is a good addition to Lino Lakes but he still wants to <br />92 hear any concerns from board members as they review the plans. <br />93 <br />94 'The group discussed the availability of single level living space with development representative <br />95 Rick Packer outlining some single family styles that have a generational element. <br />96 <br />2 <br />
