PUBLIC HEARING: Rice Lake Elementary School Addition Conditional Use <br />Permit and Site Plan Review <br /> <br />Katie Larsen, City Planner, presented the staff report. Staff recommends approval of the <br />conditional use permit and site plan review with the following conditions: <br /> <br />1. All comments from the City Engineer letter dated March 3, 2016 shall be <br />addressed. <br />2. All comments from the Environmental Coordinator dated February 29, <br />2016 shall be addressed. <br />3. All comments from the Anoka County Highway Department letter dated <br />(to be provided) shall be addressed. <br />4. A Stormwater Maintenance Agreement shall be required. <br />5. A Site Improvement Performance Agreement shall be required. <br />6. A separate Sign Permit shall be submitted to the City for review and <br />approval. <br />7. Site Plan Review Worksheet: <br />a. Location and screening of mechanical equipment shall be <br />provided. <br />8. Sheet C2-Paving Plan: <br />a. “No Parking” signs shall be installed along the south side of the <br />driveway in front of the addition. <br />b. “No Parking” signs shall be installed along the north side of the <br />driveway 30 feet from the east entrance. <br />c. “Drop Off Only” only signs shall be along the north side of the <br />driveway. <br />9. Sheet C4-Utility Plan: <br />a. Watermain shall be located and shown on plan sheet. <br />10. Sheet L1-Landscape Plan <br />a. Sod shall be shown between the new addition and sidewalk. <br />b. Irrigation plan shall indicate irrigation in sod area between new <br />addition and sidewalk. <br />c. Location and species of 7 replacement trees shall be shown. <br />11. Sheet A-Overall Site Plan <br />a. Actual parking stall calculations shall be shown on plan sheet. <br /> <br />Mr. Stoesz questioned whether or not polling would be impacted by the addition, as the <br />school is a polling location. Ms. Larsen stated that she does not foresee any issues but <br />she will be work with the City Clerk to ensure that there is no interference. Mr. Stoesz <br />also asked if the school uses well or City water. Ms. Larsen discussed their water supply. <br /> <br />Prompted by Mr. Masonick, Ms. Larsen discussed property boundaries and the nearby <br />regional park. <br />
