CITY COUNCIL <br />AGENDA ITEM 3A <br /> <br /> <br />STAFF ORIGINATOR: Jeff Karlson <br /> <br />MEETING DATE: April 25, 2016 <br /> <br />TOPIC: Labor Agreement with Sergeants Unit, LELS Local No. 260 <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />The Council is being asked to consider approval of a collective bargaining agreement between <br />the City and Law Enforcement Labor Services (LELS) Local No. 260, which represents the <br />police sergeants. <br /> <br />BACKGROUND <br /> <br />Negotiations for a new Sergeants contract opened on October 12, 2015. After subsequent <br />meetings, the City and LELS were unable to reach a settlement. LELS petitioned for <br />mediation through the Bureau of Mediation Services and a mediation meeting was held on <br />February 29. The two parties reached a tentative agreement, which the Council accepted <br />during a closed meeting on March 28. The new terms are as follows: <br /> <br />1. Duration: Two years. <br /> <br />2. Wages: 2016 – 2.5% + .5% market adjustment retroactive to January 1, 2016. <br /> 2017 – 2.5% + .5% market adjustment effective January 1, 2017. <br /> <br />3. Health Insurance: <br />a) 2016 – Employer will contribute $444.61 toward the monthly premium for single <br />coverage and $1,010.89 toward the monthly premium for family coverage. <br />b) 2017 – Employer will contribute 100% of the base single plan and $1,010.89 plus 50% <br />of the 2017 premium increase toward the family plan. <br /> <br />4. Annual Clothing Allowance: Increase $20 to $780. <br /> <br />RECOMMENDATION <br /> <br />Authorize execution of 2016-2017 labor agreement between the City of Lino Lakes and LELS <br />Local No. 260.
