CITY COUNCIL WORK SESSION <br />Apri125, 2016 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE April 25, 2016 <br />5 TIME STARTED 6*00 p.m. <br />6 TIME ENDED 6*30 p.m. <br />7 MEMBERS PRESENT Councilmember Rafferty, Kusterman, <br />8 Maher, Manthey and Mayor Reinert <br />9 MEMBERS ABSENT None <br />10 <br />11 Staff members present: City Administrator Jeff Karlson; Community Development <br />12 Director Michael Grochala; Public Safety Director John Swenson; City Clerk Julie Bartell <br />13 <br />14 2. 550 Lilac Street Tax Appeal — Community Development Director Grochala <br />15 explained that the owner of the property is concerned about SAC charges. The <br />16 circumstances under which the property changed hands was explained. Mr. Grochala <br />17 explained that the city has paid the charges to the Met Council and in turn sent notices <br />18 requesting payment from the property owner. Since the assessment was paid, a special <br />19 assessment was adopted against the property. Initially that charge was assessed against <br />20 the wrong property and then eventually to the correct owner who appealed it to the court <br />21 who set it aside. Now the property is rented and the tenant plans to open a Fiesta Cancun <br />22 restaurant and their liquor license is being held up because of back taxes. The property <br />23 owner would like this abated. <br />24 <br />25 Mayor clarified that the property owner, Morteza Salem, is reporting that didn't <br />26 understand that the taxes were owed when he purchased the property. Mayor Reinert <br />27 asked how a situation like this would normally be handled. He'd be inclined to not want <br />28 to harm the restaurant that simply wants to conduct business and isn't a party to the back <br />29 charges but still can't get their liquor license in place with taxes owed. <br />30 <br />31 Discussion will continue at the May work session. <br />32 <br />33 3. Lino Lakes Ambassador Inquiry — Administrator Karlson explained that the <br />34 City was contacted by the Ambassador's group. They are interested in honoring two <br />35 former ambassadors who have gone on to accomplish recognition at the Aquatennial and <br />36 Winter Carnival events. They are proposing a reception prior to a city council meeting in <br />37 June and any other recognition possible. Mayor Reinert indicated that he would like to <br />38 provide as much recognition as possible for the Ambassadors program, including a <br />39 proclamation if that is appropriate. <br />41 1.
