CITY COUNCIL WORK SESSION April 25, 2016 <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : April 25, 2016 4 <br />TIME STARTED : 6:00 p.m. 5 <br />TIME ENDED : 6:30 p.m. 6 <br />MEMBERS PRESENT : Councilmember Rafferty, Kusterman, 7 <br /> Maher, Manthey and Mayor Reinert 8 <br />MEMBERS ABSENT : None 9 <br /> 10 <br />Staff members present: City Administrator Jeff Karlson; Community Development 11 <br />Director Michael Grochala; Public Safety Director John Swenson; City Clerk Julie Bartell 12 <br /> 13 <br />2. 550 Lilac Street Tax Appeal – Community Development Director Grochala 14 <br />explained that the owner of the property is concerned about SAC charges. The 15 <br />circumstances under which the property changed hands was explained. Mr. Grochala 16 <br />explained that the city has paid the charges to the Met Council and in turn sent notices 17 <br />requesting payment from the property owner. Since the assessment was paid, a special 18 <br />assessment was adopted against the property. Initially that charge was assessed against 19 <br />the wrong property and then eventually to the correct owner who appealed it to the court 20 <br />who set it aside. Now the property is rented and the tenant plans to open a Fiesta Cancun 21 <br />restaurant and their liquor license is being held up because of back taxes. The property 22 <br />owner would like this abated. 23 <br /> 24 <br />Mayor clarified that the property owner, Morteza Salehi, is reporting that didn’t 25 <br />understand that the taxes were owed when he purchased the property. Mayor Reinert 26 <br />asked how a situation like this would normally be handled. He’d be inclined to not want 27 <br />to harm the restaurant that simply wants to conduct business and isn’t a party to the back 28 <br />charges but still can’t get their liquor license in place with taxes owed. 29 <br /> 30 <br />Discussion will continue at the May work session. 31 <br /> 32 <br />3. Lino Lakes Ambassador Inquiry – Administrator Karlson explained that the 33 <br />City was contacted by the Ambassador’s group. They are interested in honoring two 34 <br />former ambassadors who have gone on to accomplish recognition at the Aquatennial and 35 <br />Winter Carnival events. They are proposing a reception prior to a city council meeting in 36 <br />June and any other recognition possible. Mayor Reinert indicated that he would like to 37 <br />provide as much recognition as possible for the Ambassadors program, including a 38 <br />proclamation if that is appropriate. 39 <br /> 40 <br />1. Review Regular Agenda of April 25, 2016 – The council reviewed the agenda 41 <br />and there were no changes. 42 <br /> 43 <br /> 44 <br />The meeting was adjourned at 6:25 p.m. 45
