Program Structure <br />Visitation <br />The primary outcome of a Business Retention and Expansion Program is to connect the local government and local <br />businesses in a mutually beneficial way. Visitation is an excellent way to establish dialogue and build a relationship. It <br />provides for the exchange of information in an informal setting that helps to ease both parties with their respective <br />roles in the partnership. <br />Outcomes for a visit are broadly defined. The goal is not to verify all the technical aspects of a business that can be <br />accessed online, through their annual reports or in business databases. Information shared should be focuses on their <br />operation in Lino Lakes and any issues that are a potential barrier to expanding in the community. A sample BRE <br />questionnaire is included in the exhibits as a reference. <br />Lino Lakes, like the majority of municipalities, has limited resources in both staff and time. A successful BRE program <br />grows from years of thoughtful implementation. For Lino Lakes a recommended format for visits would be: <br />Utilization of Community Development Staff and interns to schedule visitation meetings. <br />Visitation team should consist of no less than two individuals and no more than three. One person is the <br />designated scribe and the other the interviewer. A member of city staff and the City Council is optimal. <br />This represents a decision maker and the person who can research and follow up on questions or issues. <br />Limit the number of visitations to no more than 7 per year. This allows for adequate time in scheduling and <br />the corresponding follow thru needed. Visits can be lumped together or spread out according to what <br />works best for visitation team members. <br />Coordinate visits according to industry cluster (NAICS Code). By clustering industry visits, the City will be <br />able to more easily identify common threads in related businesses. For example if a number of similar <br />businesses are having difficulty recruiting a certain type of worker, the City may be able to access a <br />customized training grant through the State of Minnesota for them to share in. <br />Business Resources <br />Preparation is imperative. Businesses are traditionally skeptical in government that is "there to help." In order to <br />offset this natural inclination, the City can be prepared with a number of resources. A simple handout can link <br />businesses to a variety of programs both local and through economic development partners such as the State of <br />Minnesota and Anoka County. <br />Essential information to have available at all time: <br />Business Assistance Programs <br />A detailed list of programs offered by Lino Lakes, MN DEED, Anoka County and other regional economic <br />development agencies. Information includes where to access funds for customized job training, land <br />acquisition, business construction, equipment financing, energy improvements, etc. <br />Land availability in Lino Lakes including parcel size, sale price, infrastructure availability and contact. <br />
