CITY OF LINO LAKES <br />ECONOMIC DEVELOPMENT <br />ADVISORY COMMITTEE <br />MINUTES <br />DATE: May 5, 2016 <br />MEMBERS <br />PRESENT: Nathan Vojtech, Don Johnson, Lou Masonick, Thomas Colgan <br />MEMBERS <br />ABSENT: Chad Wagner, Julie Schwartz, Rebecca Glewwe, Tami Wier <br />OTHERS PRESENT: Michael Grochala, Alex McKenzie <br />APPROVAL OF MINUTES <br />It was moved by Lou Masonick to approve the minutes of January 7, 2016, March 3, 2016 and <br />April 7, 2016. The Motion was seconded by Nathan Vojtech and passed unanimously. <br />PROPOSED WAREHOUSE/DISTRIBUTION FACILITY — 35E CORRIDOR <br />Mr. Grochala and staff have been working with United Properties on construction of a large <br />industrial warehousing/distribution facility along 35E. The applicant is proposing the site be <br />rezoned to Planned Unit Development (PUD) to accommodate storage of semi -trailers on site. <br />The applicant is requesting assistance in the form of Tax Increment Financing. 21s' Avenue, will <br />need to be extended to service the site. The road project is proposed to begin in 2017, with <br />negotiations between the city and developer underway. The proposed groundbreaking of the site <br />is August, but the applicant could still move to another adjacent location in Centerville. <br />UPDATING THE ECONOMIC DEVLEOPMENT BUSINESS SUBSIDY CRITERIA <br />Mr. Grochala explained the City's Business Subsidy Criteria has not been updated since 2003, <br />and is in need to be revised due to changes in state law. Most of the updates are minor word <br />reconsideration such as adding EDA in phrases. Mr. Grochala asked the members opinion on <br />Section 3.02, subset C, that states a requirement of a minimum number of jobs that must be <br />created, to be eligible for the program. A few of the members brought up the point not to <br />discourage small businesses from seeking assistance. Job goals may need to be reviewed on a <br />case by case basis, but a minimum may be required. There will be more discussion in the future <br />and Mr. Grochala will come back with more recommendations. <br />PROJECT UPDATES <br />
