The upland area for St. Clair Estates is 16.87 acres. Statutorily, the City could require <br /> 10% land dedication (1.687 acres) for park land. The City would have to compensate the <br /> developer for the fair market value of the land, and then seek additional funding to <br /> develop the park. There are currently three parcels of land for parks (Quail Ridge Park- <br /> 1993, Behm's Park North-2011, and Wollans Park-2013) the City had acquired via the <br /> Park Dedication process, but has yet to be even partially developed due to lack of <br /> funding. Also, the southern portion of Birchwood Acres Park-1997 has not yet been <br /> developed. <br /> have included an email City staff received from a resident who resides in Spirit Hills. <br /> Trail Access to Regional Park - Interest has been expressed to provide pedestrian access <br /> to the Regional Park Reserve. This would be made via a trail corridor through Outlot A. <br /> We have submitted this concept to Anoka County for their review and comment. <br /> Trail Access to RLE Trails - A resident has inquired about the feasibility of connecting the <br /> St. Clair Development to the existing looped trail at Rice Lake Elementary School. Due to <br /> the extensive wetlands directly east of St. Clair Estates, approximately 500 feet of <br /> boardwalk would be required. In addition, we would need to seek permission from the <br /> Centennial School District. <br /> Staff will forward the Park Board's comments and recommendations to the Planning and <br /> cn <br /> Zoning Board which will be meeting June 8 <br />
