The Resource Management System Plan provides the conservation design framework for <br />the Comprehensive Plan and promotes sustainable decisions regarding growth and <br />development. It provides a unified system approach to natural resource management and <br />natural resource based amenities. <br />Goals of the Resource Management System Plan include: <br />• Parks, Trails, Open Space and Recreation <br />o Goal #3: Develop, maintain, and connect the current and proposed trails in <br />the City of Lino Lakes and Rice Creek Regional Park in a manner that <br />preserves and sustains the natural environment. <br />• Natural Resources and Amenities <br />o Goal # 1: Identify, protect and preserve the desirable natural areas and <br />ecological and aquatic resources of the community. <br />• Land Use Policies <br />o Goal # 1: Ensure that well -planned, quality residential, commercial, <br />industrial and institutional development to accommodate the city's <br />projected growth needs occurs in a manner that also conserves and <br />enhances the city's natural resources and amenities. <br />The Resource Management System Plan identifies the following in the area: <br />• Proposed designated bike route <br />• Existing Trails <br />• Greenway system connectivity <br />A separate, at -grade, bituminous trail exists along the north and south side of CSAH 34 <br />(Birch Street) and is a designated bike route and regional trail. The existing trail provides <br />pedestrian connectivity to the Rice Lake Elementary School, Rice Creek Chain of Lakes <br />Regional Park and Sprit Hill Center, a multi -tenant retail center. An emergency access <br />trail will be constructed off the end of the cul-de-sac south to Birch Street to provide <br />addition connectively. The potential for a trail north through Outlot A to provide access <br />to the Regional Park is also being analyzed. <br />The greenway corridor extends north -south throughout the development incorporating the <br />wetland and floodplain areas. This corridor will be preserved with a conservation <br />easement. <br />Land Use Plan <br />Goal 2: Ensure that zoning and subdivision ordinances and official maps are consistent <br />with the intent and specific direction provided within the Comprehensive Plan. <br />Policies: <br />
