ANALYSIS <br />We have reviewed the application for consistency with the Comprehensive Plan, Lino Lakes <br />Town Center Design & Development Guide, Zoning Ordinance, Subdivision Ordinance and City <br />Code requirements, as well as City policies. <br />Existing Conditions <br />The subject parcels are vacant and are part of the Town Center project. The surrounding streets <br />(Town Center Parkway, Village Drive and Woods Edge Boulevard) were previously constructed. <br />On -street parking, sidewalks, street lighting, utilities and landscaping exist adjacent to the <br />property. The site has been rough graded and there are no significant trees on site. <br />There are existing stormwater ponds in the north and southeast corners of Outlot B. There is <br />wetland located to the east of the site. <br />There is a 10-foot wide trail easement in the southwest portion of Outlot B for the existing trail <br />that connects from Village Drive south to the Anoka County property. <br />An existing 28-foot wide easement is in the northwest portion of Outlot B and provides shared <br />access to the Lino Lakes Assisted Living and will provide future access to the townhomes. <br />There is a 20-foot wide drainage and utility easement for watermain running generally north - <br />south through the townhome block. <br />EAW <br />In 2004, an Environmental Assessment Worksheet (EAW) was completed for the 65-acre <br />Legacy project. The project evaluated the potential for significant environmental impacts and <br />identified mitigation strategies for any potential impacts. The proposed project is consistent with <br />the master plan and the EAW. <br />Land Use and Density <br />The property is guided Mixed Use and zoned PUD as part of the Town Center master plan. The <br />density is 10 units per acre (112 units on 11.2 acres). This is consistent with the Town Center <br />standards, which require a minimum of 10 units per acre and a maximum of 24 units per acre. <br />Streets/Access <br />The public streets that will provide access to the site were previously constructed and will <br />provide the primary access to the site. New private streets will be constructed to provide internal <br />access and they will be owned and maintained by the homeowners association (HOA). These <br />private drives are currently shown as 26-feet wide (back-to-back). This is consistent with City <br />standards. <br />2 <br />
