Environmental Board <br />January 27, 2016 <br />Page 2 <br />Katy Thompson from WSB & Associates presented the NorthEast Draingage Area Study. <br />The surface water in the Northeast area of Lino Lakes is landlocked inhibiting site <br />improvements within this area. <br />The NE Area Drainage feasibility study models the drainage for 1400+ acres of land on <br />the east and west sides of I -35E and north of Main Street. <br />The preferred alternative includes a new outlet to Peltier Lake, a new culvert crossing <br />under I -35E (replacing the 8" & 12" drain tiles), storm sewer along the proposed Otter <br />Lake Trail extension and regional ponding facilities to detain peak storm flows to prevent <br />increasing the flood levels on Peltier Lake. 11000 <br />The draft feasibility study has been completed and is currently under review by City <br />Staff. <br />Ms. Bor stated that the information presented to the Enviromental Board should have <br />information on the quality of the water that will be flowing into Peliter Lake. Also will <br />the ditches be open or closed. <br />Ms. Thompson stated that they will work with the developers but the city does perfer <br />open ditches. Also have both automatic and manually gates to control the flow of water. <br />'099999aou_ IBM& <br />Mr. Heiskary mentioned that water load would be greater with moving water more <br />efficently through the system that as of right now is insufficient. Without some numbers <br />the water quality is hard to see. <br />Ms. Bor stated that she wonder what funds will be used for this work, is it City, County, <br />or Rice Creek Watershed. <br />Mr. Grochala said still working on the funding of this project but typically the funds <br />would come out of the storm water management fund. It is a development driven fund. <br />The city currently charges a fee per square foot to the developer. A portion of this fee <br />would be going into the surface water management fund and City trunk water system <br />fund. <br />Ms.Bor suggested that the Environmental Board be invited to the next meeting on this <br />development for informational purpose. <br />Mr. Sullivan mentioned that this was a non -action item and can see no problems with this <br />item. <br />No vote was taken, it was informational only.
