Ms. Katie Larsen <br />July 7, 2016 <br />Page 5 <br />Clarification was provided in the "Neighborhood Impacts" section, documenting <br />what a typical residential street should/would look like. However, examples of <br />other streets with similar traffic volumes and characteristics were not provided. <br />These examples shall be provided. <br />The Revised Study documented a worst case scenario with the Hokah Drive as a <br />right-in/right-out. This analysis shows that there will be an increase in traffic on <br />Sioux Lane, however the volumes are within typical local City street volumes. <br />2. Stop signs on Hokah Drive approaching Sioux Lane shall be added to plans. <br />3. An emergency vehicle access / trail is shown from the end of the cul-de-sac through <br />Outlot E that connects to the existing trail on the north side of Birch Street south of the <br />development. <br />• The trail connection in the cul-de-sac is next to the proposed driveway to lot 23. <br />The location and design of the connection should be completed to insure that it is <br />not mistaken as a driveway. <br />• Consideration for screening or separation from the existing driveway at 441 Birch <br />St and the proposed trail shall be addressed by the applicant. <br />• The emergency vehicle access / trail shall be 10 feet wide and meet a 7 ton design <br />standard. Include a trail typical section in the details / plans. <br />• The proposed trail shall be aligned straight within the easement. <br />4. Anoka County will allow a construction access off of CSAH 34 for the construction <br />activities associated with the installation of utilities and roadways. This access is to be <br />detailed within the plans. <br />5. The utility connection at CSAH 34 will require removal and replacement of the County <br />roadway. This construction is to be included within the plans and requires an Anoka <br />County permit. <br />6. City standard detail plate GEN -25 for Street typical section shall be included in the <br />plans. <br />7. The existing driveway connection at Sioux Lane needs to be detailed on the plans based <br />on coordination between the applicant and the property owner. <br />FINAL PLAT <br />1. Additional drainage and utility easements needed in the rear yards of Lots 2-5, Block 1, <br />for conveyance of surface water drainage. <br />2.
