RECOMMENDATION <br />Staff recommends approval of the request with the following conditions: <br />1. The applicant must comply with all conditions in the City Engineer's memo dated June 2, <br />2016. <br />2. The applicant must comply with all conditions in the City Engineer's AUAR memo dated <br />June 28, 2016. <br />3. The applicant must comply with the Environmental Board recommendations in the memo <br />dated June 29, 2016. <br />4. The applicant must obtain approvals from RCWD and must comply with all related <br />conditions of approval. <br />5. The applicant must provide a final wetland mitigation plan for City review and approval. <br />6. The applicant must provide a final floodplain impact and mitigation plan for City review <br />and approval. <br />7. The applicant must provide lighting fixture details to ensure compliance with ordinance <br />lighting standards. <br />8. All sides of the principal and accessory structures are to have essentially the same or a <br />coordinated harmonious finish treatment pursuant to § 1007.043 (2) of this Ordinance. <br />The site plan must be revised to show the location of the guard house to ensure setbacks <br />would be met and material details must be provided to ensure harmonious finish <br />treatment. <br />9. All mechanical equipment, such as air handling units located anywhere on the property, <br />including rooftop equipment, shall be screened from view from adjacent streets, public <br />rights of way, and adjacent properties. Final details must be provided with the final plans <br />to ensure compliance. <br />10. The plans should be revised to provide a wall on the east and west side of the enclosure <br />with a wood composite fence/gate on the south. Exterior wall or fence treatment shall be <br />similar and/or complement the principal building. <br />11. The site plan shows a 40-foot street easement for 2 1 " Avenue. This must be revised to <br />show a 40-foot street right-of-way. <br />12. The applicant must provide final construction details for construction of 21 St Avenue, <br />including all wetland, floodplain and ditch permits. City Engineer's memo notes that <br />additional information is required to facilitate these permits. <br />13. An access easement agreement between the affected properties must be provide to allow <br />the shared access between Lot 1 and Outlot B. <br />14. The applicant shall provide turning radius exhibits to show that the vehicles can <br />maneuver through the site to the docks and to the storage areas. <br />15. Fire access shall be reviewed and approved by the City prior to final plan approval. <br />16. The landscape plan shows landscaping in the planned drive aisle between Lot 1 and <br />Outlot B. The conifer trees in this location must be increased from the proposed 6 feet to <br />8 feet at planning. <br />17. All signage must comply with City Code requirements. <br />18. The existing billboards (off -premises signs) are legal, non -conforming signs and are <br />allowed to remain, but shall not be allowed to be relocated. <br />13 <br />
