He reviewed the <br />67 process used to consider promotions. He announced the names and their proposed assignment. <br />68 <br />69 Council Member Kusterman moved to approve the promotion of Derek Sadowski, Kevin Sweeney, <br />70 Brooke Jacobson, and Jeff Frid as recommended. Council Member Rafferty seconded the motion. <br />71 Motion carried on a voice vote. <br />72 <br />73 PUBLIC SERVICES DEPARTMENT REPORT <br />74 <br />75 There was no report from the Public Services Department. <br />76 <br />77 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />78 6A) Consider Resolution 16-60, Authorizing Application for Abatement/Addition of Special <br />79 Assessment, 550 Lilac Street —Community Development Director Grochala reviewed his written staff <br />80 report, noting that this matter has been discussed several times by the council. It involves an assessment <br />81 for SAC charges against a property; that assessment is disputed by an individual who purchased the <br />82 property after the charges were brought. As directed by the council, staff has worked out an agreement <br />83 with the property owner to split the assessment (minus late fees). The negotiated cost to the property <br />84 owner will be assessed in installments over a five year period. <br />85 Council Member Kusterman noted that this is a result that comes from both sides understanding the cost <br />86 of litigation and he believes the result is fair to the city and to the business owner. <br />87 Council Member Kusterman moved to approve Resolution No. 16-60 as presented.
