COUNCIL MINUTES June 27, 2016 <br />APPROVED <br />126 Mr. Arnt added that he has spoken with Doug Fisher from Anoka County Engineering and he has no <br />127 issues with the road plans. Use of the site by PCI is connected to road repairs and convenience. He <br />128 noted one parcel involved that is rented. He used a map to indicate how trucks will move in and out <br />129 and where materials will be piled. He explained techniques they are using to keep their pile from <br />130 becoming too large. He would like to be able to allow trucks to go south on Otter Lake Road. He <br />131 pointed out that this is a shorter project since it's just dealing with the MnPass lane. Also Mr. Arnt <br />132 said he prefer to provide a bond rather than the credit requested. Community Development Director <br />133 Grochala explained that there are certain requirements for public projects and it's recommended what <br />134 should be provided other than a bond which is basically insurance and would require a claim if <br />135 instituted. <br />136 Planner Larsen reviewed the hours that plant operations would be allowed. <br />137 The council discussed the change in truck route requested. Mayor Reinert noted it shouldn't be a <br />138 problem with the approval of the county in place and with such a short time span for the project (eight <br />139 days). Council Member Rafferty asked for staff comment since they are recommending a different <br />140 route (north on Otter Lake Road). City Engineer Hankee noted that there are already complaints <br />141 coming in with construction in the area; she understands the need to get this project done and <br />142 recommends that a balance be found. Community Development Director Grochala noted that there <br />143 will be construction traffic on that section of Otter Lake Road with or without this project. The <br />144 Planning and Zoning board directed staff to work with the applicant on a solution. Mr. Arnt said he <br />145 could work to keep his trucks off of that southern route to lessen the impact. Engineer Hankee <br />146 suggested that communication is a part of the plan. <br />147 Council Member Kusterman moved to approve Resolution No. 16-58 amended to allow the truck <br />148 routes both north and south, limited to one hundred per day. Council Member Manthey seconded the <br />149 motion. Motion carried on a voice vote. <br />150 Council Member Rafferty moved to approve Resolution No. 16-59 as presented. Council Member <br />151 Kusterman seconded the motion. Motion carried on a voice vote. <br />152 6E) Consider Resolution No. 16-61, Calling for Hearing on Tax Increment Financing Plan, <br />153 Clearwater it Business Park —Community Development Director Grochala explained that United <br />154 Properties is proposing a warehouse project (location described). As part of that project, 21" Avenue <br />155 would be extended. To assist with the development, the developer has submitted an application for tax <br />156 increment financing. The application is currently under review by staff and counsel. Part of the process <br />157 would be establishment of a district and plan and review by impacted jurisdictions, as well as a public <br />158 hearing. Staff is proposing that the council set that public hearing date. <br />159 Mayor Reinert noted that this is simply setting a hearing and more discussion is planned on this matter. <br />160 Council Member Kusterman moved to approve Resolution No. 16-61 as presented. Council Member <br />161 Rafferty seconded the motion.
