CITY COUNCIL <br />AGENDA ITEM 6A <br />STAFF ORIGINATOR: Michael Grochala <br />MEETING DA I b: February 8, 2016 <br />TOPIC: Consider Resolution No. 16-08, Approving Local Surface Water <br />Management Plan, Michael Grochala <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is requesting City Council authorization to distribute the draft Local Surface Water <br />Management Plan for review in accordance with Minnesota Statutes. <br />BACKGROUND <br />The City of Lino Lakes is required to prepare a Surface Water Management Plan that must, at a <br />minimum, meet the requirements for local plans in Minnesota Statutes, Section 103B.235 and <br />be in conformance with Watershed District, Management Organization, and Metropolitan <br />Council plans. The Rice Creek Watershed District (RCWD) completed an update to their <br />watershed management plans in June of 2010 which subsequently required an update to the <br />City's plan. <br />The plan provides an assessment of the City's land and water resources, identifies issues and <br />establishes goals and policies for 12 management categories, identifies proposed actions to <br />implement the plan and estimated costs, as well as describing the process to administer the plan <br />and coordinate with other local and regional agencies. <br />The City Council authorized preparation of the plan in June of 2011. The City's Environmental <br />Board reviewed the plan, prepared by EOR, Inc., at their March 27, 2013 regular meeting and <br />recommended approval of the plan. Under state law the plan must be distributed for review <br />and comment to RCWD, VLAWMO, Metropolitan Council, and Anoka County prior to City <br />approval of the document. The plan was approved for distribution by the City Council on May <br />13, 2013 (Resolution 13-64). <br />No comments were received from the Vadnais Lake Area Water Management Organization <br />(VLAWMO) or Anoka County. Metropolitan Council completed its review in June of 2013 <br />and commended the City on its proactive approach to water management. The City received <br />comments from the RCWD in July of 2013 requesting modification to the plan primarily <br />related to intercommunity surface water flows. This led to continued discussions with the <br />RCWD regarding the NE Drainage Area. Additional language was added to the plan to <br />acknowledge the City's work on the NE Drainage Area and that implementation of planning for <br />the area would be subject to RCWD rules and approvals. The RCWD Board of Managers <br />approved the plan on January 13, 2016. <br />
