Consider Resolution No. 16-33 Approving Plans for <br />Roundabout Improvement Project <br />iii. Consider Resolution No. 16-34 Conveying a Permanent <br />Easement for drainage purposes, Parcel 5PE, Right of <br />Way Plat 96 <br />VOTE REQUIRED: 3/5 Vote Required <br />INTRODUCTION <br />Staff is requesting approval of the Resolutions listed above for the Anoka County Roundabout <br />Construction Project at the Intersection of County State Aid Highway 12 (109th Ave. NE / <br />Apollo Drive) and County Road 53 (Sunset Ave.). <br />BACKGROUND <br />Anoka County is constructing a roundabout at the intersection of County Highway 12 (109th <br />Ave. NE / Apollo Drive) and County Road 53 (Sunset Ave.) in 2016. The improvements <br />include the construction of a roundabout, storm water management improvements and <br />appurtenant work. <br />On December 14, 2016 the City Council passed Resolution 15-150 approving a Joint Powers <br />Agreement between the City and County. The overall project cost is estimated to be <br />$1,300,000. The City's financial responsibility for the project is for lighting, bituminous and <br />concrete walks and storm water from local drainage for a total amount of $80,000. Funding for <br />the project will be through the City's Municipal State Aid (MSA) account. The City's surface <br />water management fund will cover drainage costs that may not be eligible for MSA funding. <br />As part of the project the County is requesting conveyance of an easement for drainage <br />purposes from the City. The City owned property is currently used for stormwater conveyance <br />and ponding. The area of the easement is approximately 605 square feet and is necessary to <br />allow for the reconstruction of the catch basins on Apollo Drive. <br />
