CITY COUNCIL AGENDA ITEM 6A STAFF ORIGINATOR: Diane Hankee, City Engineer MEETING DATE: May 23, 2016 TOPIC: Consider Resolution No. 16-38, Approving Amendments to the Designated Municipal State Aid Street System VOTE REQUIRED: 3/5 INTRODUCTION Staff is requesting council approval for Amendments to the Designated Municipal State Aid Street System. BACKGROUND The Municipal State Aid Street (MSAS) system allows cities with a population over 5,000 to be eligible to receive additional funding for road improvements and maintenance from the State Highway Users Fund. Each year, the City receives an allocation based 50% upon its population and 50% upon the construction "Needs" of its roadways. To receive funding, the City can designate up to 20% of its local streets to receive MSAS funding. The City has a total of 22.6 miles eligible to designate. In an effort to maximize the construction Needs of Lino Lakes' MSAS system we are recommending amendments to the City existing system designations. To amend the system in 2016, MnDOT requires a council resolution be passed by June 1, 2016. MnDOT State Aid staff have approved the proposed revisions. The following are Municipal State Aid System revocations: 1. Part of MSAS 102 62nd Street- W. Shadow Lake Drive to Holly Drive (0.07 existing & 0.69 non -existing for a total of 0.76 miles) 2. Part of MSAS 114 Otter Lake Road- Main Street (CSAH 14) to 80th Street (0.08 existing & 2.28 non -existing for a total of 2.36 miles) The following are Municipal State Aid System designations: 1. Extension of MSAS 105 Ware Road- Birch Street (CSAH 34) to Hodgson Road (CSAH 49) (0.28 existing miles) 2. Extension of MSAS 114 Ottertail Lake Road- Main Street (CSAH 14) to Heritage Parkway N. (0.08 existing & 0.97 non -existing for a total of 1.05 miles) 3. MSAS 139 Deerwood Lane- Fox Road to Birch Street (CSAH 34) (0.35 existing miles) 4. MSAS 140 Fox Road- W. Shadow Lake Drive to Deerwood Lane (0.38 existing miles) 5. MSAS 141 Sherwood Lane- 4th Avenue N. to Lois Lane (0.09 existing miles) 6. MSAS 142 Lois Lane / 79th Street- Sherwood Lane to Lake Drive (CSAH 23) (1.10 existing miles)
