This reclassification will allow this 10 -acre parcel to be master planned with the other 372 acres <br />of the Watermark project. <br />c. The proposed, master planned project must provide discernable public values. <br />Per the Comprehensive Plan, Goal #1, Policy #5 of the Land Use Plan defines the following <br />discernable public values: <br />i. Preserving open space, providing park dedication and trails, and/or providing <br />stormwater management areas, in excess of minimum standards to implement the <br />Resource Management System Plan, as amended, and Rice Creek Watershed <br />District's Lino Lakes Resource Management Plan, as amended <br />ii. Using "Green" building and low impact development techniques <br />iii. Restoring/enhancing ecological systems <br />iv. Ensuring long term natural resource stewardship funding <br />v. Managing stormwater using natural filtration and other ecologically based <br />approaches <br />vi. Providing life -cycle and affordable housing <br />vii. Diversifying the tax base to lessen the tax burden on residential properties <br />viii. Providing infrastructure that benefits community beyond the project site that would <br />otherwise not be financially feasible. <br />Watermark PUD master planned residential development is consistent with the goals and <br />`., policies of the comprehensive plan in regards to resource management, land use, housing, <br />transportation and utilities. The development upholds the City's public values by creating a <br />multi -functional open space greenway corridor integrated with the stormwater conveyance <br />system, wetland management and trails. Watermark is consistent with mixed-use land and <br />density requirements and provides a variety of market driven housing products that support life- <br />cycle housing. Safe transportation corridors and public utilities also serve the development. <br />d. Adequate infrastructure must be available to support development. Appropriate analysis <br />will determine if adequate infrastructure is available and what utility extensions and <br />transportation improvements are required to support new development. <br />The City Engineer has reviewed the infrastructure and has determined adequate infrastructure <br />exists or will be provided as part of this master planned community. <br />e. There must be a commitment that the development will pay its proportionate share of <br />infrastructure improvement costs associated with development. <br />The developer has paid the previously assessed share of the I -35E Interchange project ($1.6 <br />million) and will be responsible for construction of all new infrastructures within the project. <br />BE IT FURTHER RESOLVED by The City Council of The City of Lino Lakes that the Land <br />Use Guide Plan Amendment is approved to reclassify the northwest 10 acres from Urban <br />Reserve to Mixed Use to be consistent with the remainder of the project; and <br />2 <br />
