COUNCIL MINUTES July 11, 2016 <br />APPROVED <br />88 3D) Consider Approval of Full -Time Hours for Office Specialist — Administrator Karlson <br />89 explained that he is recommending this change to cover for the absence of a support staff person that <br />90 will be on parental leave. The absense will leave support staff short and he is recommending this <br />91 change for a period of twelve weeks. The mayor noted that there will be a budget discussion about a <br />92 long term change to continue the full time status of the position. <br />93 Council Member Rafferty moved to approve the full time hours for the City Office Specialist Position <br />94 for twelve weeks as recommended. Council Member Maher seconded the motion. Motion carried on <br />95 voice vote. <br />96 Item 3E) Consider Approval of the North Metro Telecommunication Commission's <br />97 (NMTN) 2017 Budget - Administrator Karlson remarked that the item could be tabled if the council <br />98 wishes, to allow NMTN director to be present to answer questions. <br />99 Dale Stoesz, 306 Linda Lane, addressed the council. He recommends that the council approve the <br />100 Commission's budget tonight. But he wanted the council to be educated on the funding structure for <br />101 that organization. He pays a PEG and franchise fee on his monthly bill. He recommends that the <br />102 council review those figures in order to fully understand how the funds come from subscribers. Long <br />103 term he is concerned whether or not the model can sustain itself; perhaps the city should discuss more <br />104 independence. Mayor Reinert asked what the city gets from the organization? Mr. Stoesz explained <br />105 that they provide support to the city's video systems, they help the police in creation of productions, <br />106 they broadcast city events such as parades, etc. He is aware that the Centennial School District did <br />107 chose to discontinue their contract and rely fully on the internet, probably because cable only reaches <br />108 about half of the city's residents. <br />109 The council discussed the history of how fees are charged and impacted by other levels of <br />110 government. <br />111 Mayor Reinert suggested that it's a conversation that is important to have occasionally. He <br />112 recommends that the subject matter of the structure of NMTN be discussed at a future work session. <br />113 <br />114 Council Member Kusterman moved to approve the 2017 NMTN Budget as presented. Council <br />115 Member Maher seconded the motion. Motion carried on a voice vote. The council will receive an <br />116 update on the Commission services and funding at the August work session. <br />117 <br />118 PUBLIC SAFETY DEPARTMENT REPORT <br />119 <br />120 There was no report from the Public Safety Department. <br />121 <br />122 PUBLIC SERVICES DEPARTMENT REPORT <br />123 5A) Consider Resolution No. 1642, Authorizing the Replacement of Two Air Conditioning <br />124 Systems at the Civic Complex — Public Services Director DeGardner reviewed his written staff <br />125 report recommending replacement of two air conditioning systems at the civil complex He explained <br />126 the process proposed for the purchase and how it would be funded. <br />
