COUNCIL MINUTES July 11, 2016 <br />APPROVED <br />171 ii) Consider Resolution No. 16-64 Approving PUD Final Plan/Final Plate, <br />172 iii) Consider Resolution No. 16-65 Approving Development Agreement; <br />173 iv) Consider Resolution No. 16-70 Approving Public Improvement Surety Agreement <br />174 <br />175 City Planner Larsen reviewed a PowerPoint presentation, including: <br />176 - The size of the 0 Addition of the NorthPointe Development; <br />177 - A map of the proposed development, including the park that will be developed hopefully next year; <br />178 - The project's consistency with city plans; <br />179 - The phasing plan of the whole development and how this phase fits in; <br />180 - Streets being dedicated on the plat (32 feet width); <br />181 - Vacation of a draining and utility easement to be clear in title activities; <br />182 - Public Land Dedication and Fees; <br />183 - The Planning and Zoning Board review and recommendation for approval with conditions. <br />184 <br />185 A public hearing is recommended this evening along with several approvals as noted on the agenda. <br />186 <br />187 Mayor Reinert noted the location of the development. Originally it was zoned to be medium density and <br />188 considering that people in Lino Lakes like low density, sometimes the city has to be creative as we did with <br />189 this one. The corner of the development will include a senior housing development that brings the required <br />190 density and allows lower density single family homes on the rest of the site. <br />191 <br />192 Mayor Reinert opened the public hearing. There was no one present wishing to speak. The public hearing <br />193 was closed. <br />194 <br />195 Council Member Rafferty asked for clarification on the location of the park and Ms. Larsen pointed it out <br />196 on the east side of the development. <br />197 <br />198 Council Member Maher moved to approve the First Reading of Ordinance No. 05-16 as presented. <br />199 Council Member Rafferty seconded the motion. Motion carried on a voice vote. <br />200 <br />201 Council Member Maher moved to approve Resolution No. 16-64 as presented. Council Member <br />202 Manthey seconded the motion.
