Review Regular Agenda of July 25, 2016 — <br />17 <br />18 Item 1D) Revisions to Section 6.7 and 6.13 of Personnel Policy — Human <br />19 Resources Manager Henning reviewed the written report. Staff is recommending a <br />20 change that adds the non -union City personnel to the five day level for the death of parent <br />21 or step-parent. This is a benefit already granted to union employees. <br />22 <br />23 The council discussed the change and suggested more review at the next work session. <br />24 <br />25 A change is also requested in parenting leave item. That will go forward for council <br />26 consideration. <br />27 <br />28 3A) Resolution No. 1648, Amending the Compensation Plan for Paid On -Call Fire <br />29 Personnel — Human Resources Manager Henning reviewed the staff recommendation to <br />30 move the scale up to minimum wage. <br />31 <br />32 6A) Clearwater Creek Business Park: Approval of Modified Development District <br />33 Plan and Approving Tax Increment Financing Plan; Rezoning Certain Real Property <br />34 from LI, Light Industrial to PUD, Planned Unit Development; and Approval of <br />35 Development Stage Plan and Preliminary Plat <br />36 Community Development Director Grochala reviewed the actions requested, including <br />37 holding a public hearing on expanding the development plan as well as the tax increment <br />38 financing plan and amending the development district. The tax increment plan includes <br />39 expansion of the tax increment district (but also putting the city's three districts into one <br />40 district within the city). <br />41 <br />42 The mayor noted, regarding the establishment of a tax increment districts, that it may <br />43 have been the practice in earlier years to have separate districts rather than the <br />i <br />
