COUNCIL MINUTES August s, 2016
91 used for equipment replacement each year. Also this doesn't restrict the purchase of equipment but
92 sets a number in place. The whole idea is to put something aside for a pay-as-you-go system.
93
94 Mayor Reinert noted that the number of calls has gone down with the new service. It has gone from
95 275 calls in a quarter to 29 for the most recent. It's hard to argue with that reduction that more
96 equipment funding is needed. He understands the comment about not leaving the department short
97 but he feels comfortable with the resolution since the council can act at any time to spend additional
98 funds if needed.
99
l0o Council Member Manthey noted the budget presented by the department goes to 2032. Looking at
1 o 1 that budget (without the purchase of a large truck), it does represent about $ 100,000 per year. He
102 hopes that the council will revisit the decision about the quint truck when it needs to happen.
103
104 Council Member Rafferty said he shares some concern about not heeding the staff recommendation.
105 He recalls past discussions about equipment needs and the recommendation to purchase the two
106 vehicles from Woodbury. He recalls staff indicating that the recommendation was appropriate.
107 There was a point when fire pumper trucks were recommended then and that recommendation was
108 followed and staff stated that was appropriate. The additional funding/equipment purchase would
109 represent more spending past of those recommendations.
110
111 Council Member Kusterman moved to approve Resolution No. 16-85, as presented. Council
112 Member Rafferty seconded the motion. Motion carried; Council Member Maher voted nay; Council
113 Member Manthey abstained from voting.
114
115 ADMINISTRATION DEPARTMENT REPORT
116
117 There was no report from the Administration Department.
118
L19 PUBLIC SAFETY DEPARTMENT REPORT
120
121 4A) Consider acceptance of donation of physical fitness equipment from Snap Fitness
122 Franchise — Public Safety Director Swenson reviewed the written report. The donation of this
123 equipment will be used by paid on -call firefighters (and police staff on their break).
124
125 Mayor Reinert asked that the equipment be used either off -duty or on break time only.
126
127 Council Member Manthey moved to accept the equipment as recommended by staff. Council
128 Member Maher seconded the motion.
129
130 Mayor Reinert requested a friendly amendment to add that the equipment will be used only during off
131 duty or break time hours. Council Members Manthey and Maher concurred.
132
133 Public Safety Director Swenson suggested that the amendment would only slightly change the current
134 policy that has worked well.
135
3
