Board of Appeal – Alex Guttenberg, Anoka County Assessor’s Office, reviewed 16 <br />the Board of Appeal written report and explained the board meeting process. He pointed 17 <br />out that the role of Anoka County is to assist the city in running the meeting. Based on 18 <br />the number of calls they have received, they are not expecting a large turnout. 19 <br /> 20 <br />Mayor Reinert reviewed his experience; the process allows the council to consider special 21 <br />situations or issues that may not be clear in the mass assessment process used by the 22 <br />county. 23 <br /> 24 <br />Mr. Guttenberg explained changes in the timing of the assessment process to provide 25 <br />more accurate valuations. He reviewed parcel count data, how property review is handled 26 <br />and adjustments planned in the industrial/commercial assessment process. He reviewed 27 <br />sales data from the last period and how that is considered in the valuation process. He 28 <br />explained valuation increases by type of property. 29 <br /> 30 <br />Mayor Reinert explained that the council has authority over valuation of properties in the 31 <br />city and while that authorize is not to be abused, there are some situations when it is 32 <br />appropriate to use that power to make corrections. 33 <br /> 34 <br />The council requested that they receive the taxable market value report that was created 35 <br />by the County. 36 <br /> 37 <br />2. Apollo (109th)/Sunset Improvement Update – City Engineer Hankee reviewed 38 <br />the written report outlining plans by Anoka County to improve the intersection of County 39 <br />Highways 12 and 53 (the intersection of 109th Avenue NE/Apollo Drive and Sunset 40 <br />Avenue). Improvements include construction of a roundabout. She explained the three 41 <br />actions that the council will be asked to consider next Monday: prohibit parking on 42 <br />Highway 12 County Road 53, authorize the City Engineer to sign the project construction 43 <br />plans, and convey permanent easement for drainage purposes.
