COUNCIL MINUTES May 9, 2016 <br />DRAFT <br />3 <br />Mr. Witter, Assistant County Engineer, Anoka County Highway Department, addressed the council. 90 <br />He reviewed the project in general. The purpose is to improve the safety of a difficult intersection by 91 <br />including a roundabout and moving the intersection further away from a bridge. The project will 92 <br />include improvements to benefit pedestrians as well. Some concerns were heard in regard to the 93 <br />property on the NE quadrant of the project area related to a drainage easement splitting the property. 94 <br />The County hasn’t formally sent a revised offer but there are discussions on the matter. There are 95 <br />some other minor easements involved. 96 <br /> 97 <br />Mayor Reinert confirmed that the city does not need to be involved at this point in the negotiations for 98 <br />the easements. Obviously two of the properties with easements are in the City of Blaine. He noted 99 <br />his own experience with the intersection, over the years being recognized as an unusual traffic 100 <br />configuration. He expects this improvement will help with safety, noise, emissions and pedestrian 101 <br />movement. 102 <br /> 103 <br />Council Member Manthey noted that the map indicates that the roundabout will actually push traffic 104 <br />more south and west from the city, and that’s something of a benefit. 105 <br /> 106 <br />Mr. Bourassa reviewed each of the resolutions. Actions include permanent parking restrictions, 107 <br />marked by no parking signs, called for in the improvement plan, approval of plans for the actual 108 <br />construction project, and conveyance of an easement that will allow for drainage 109 <br /> 110 <br />i. Consider Resolution No. 16-32, Prohibit Parking on Highway 12 (109th Av NE/Apollo 111 <br />Drive) and County Road 53 (Sunset Av) 112 <br /> 113 <br />Council Member Kusterman moved to approve Resolution No. 16-32 as presented. Council Member 114 <br />Maher seconded the motion. Motion carried on a voice vote. 115 <br /> 116 <br />ii. Consider Resolution 16-33, Authorizing the City Engineer to sign the project 117 <br />construction plans 118 <br /> 119 <br />Council Member Rafferty moved to approve Resolution No. 16-33 as presented. Council Member 120 <br />Maher seconded the motion. Motion carried on a voice vote. 121 <br /> 122 <br />iii. Resolution No. 16-34, Convey Permanent Easement for Drainage purposes Parcel 5PE 123 <br /> 124 <br />Council Member Kusterman moved to approve Resolution No. 16-32 as presented. Council Member 125 <br />Rafferty seconded the motion. Motion carried on a voice vote. 126 <br /> 127 <br />6C) Resolution No. 16-35, Approving Lane Acquisition Escrow Agreement, Saddle Club – 128 <br />Community Development Director Grochala recalled the city’s previous approval of a development 129 <br />agreement for this project contingent upon the acquisition of certain property from Comcast. 130 <br />Comcast has agreed to the land sale but would like to act through the city. That is in the works but 131 <br />the developer is interested in moving forward while awaiting that final agreement with Comcast. 132 <br />The escrow agreement provides for the developer to deposit necessary funds and therefore be allowed 133 <br />to proceed with the development intended. 134
