30 <br />Watermark will create a natural greenway corridor and regional stormwater conveyance <br />system through the construction 40+ acres of lakes and storm ponds and 20+ acres of <br />restored and created wetlands. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends continuation of the public hearing for PUD Development Stage <br />Plan/Preliminary Plat to allow further review of the project. Preliminary comments to be <br />addressed prior to next Planning & Zoning Board meeting are: <br /> <br />1. Comments from WSB Plan Review Letter dated April 6, 2016 shall be addressed. <br />2. Streets <br />a. The 24 foot wide private roads on the east side of the townhome <br />neighborhood along I-35E shall be 26 foot wide minimum. <br />b. A block section along Street C exceeds 1,500 feet. <br />i. This length shall be reduced by eliminating the “ghost plat” cul de <br />sac and extending the road to the north. <br />c. The Street D block from Street C to 20th Avenue shall be re-evaluated and <br />possibly reconfigured. <br />i. The lots abutting 20th Avenue need to meet 40 setback <br />ii. The number of driveways accessing Street D should be minimized. <br />iii. <br />d. Cul de sacs on Street F, K, L, P and Q exceed 500 feet in length <br />i. Fire hydrants shall be located every 300 feet <br />ii. Roadway width shall be 32 feet back to back <br />iii. Street P and Q should be redesigned to create one loop vs. 2 long <br />cul de sacs <br />iv. A trail connection shall be made off the cul de sac of Street L <br />potentially through Lots 650-651 through the storm pond outlot to <br />Street B <br />e. Temporary cul de sacs shall be required at the north end of Street D and at <br />the end of any street that terminates between development stages. <br />3. Utilities <br />a. Storm sewer pipes shall run along the side or rear property lines to the <br />greatest extent possible to avoid drainage & utility easements <br />encumbering large portions of side or rear yards. <br />i. For example: Lots 561, 505, 506, 255-258, etc. <br />4. Setbacks <br />a. Lot 130 and 131 require a minimum 40 feet setback along CSAH 54. <br />b. Twenty (20) foot side yard setbacks will only be allowed on back to back <br />lots. <br />c. Twenty (20) foot side yard setbacks shall be minimized to the greatest <br />extent possible. <br />d. For example, Lots 704, 761, 412, 128, 129 etc. shall be revised. <br />5. Buffer and Screen Standards <br />a. Detailed landscape berm plans and sections are required along CSAH 54.
