2 <br /> <br /> <br />(c) The proposed use conforms with all performance standards contained herein. <br /> <br />The proposed Watermark development conforms with all PUD performance standards as <br />outlined in Section 1007.024(2) General Requirements and Standards: <br /> <br />1. Ownership. Mattamy Partnership Inc. is the sole owner of the property. <br /> <br />2. Comprehensive Plan Consistency. The proposed PUD shall be consistent <br />with the City Comprehensive Plan. <br /> <br />The proposed Watermark PUD master planned residential development is consistent with <br />the goals and policies of the comprehensive plan in regards to resource management, <br />land use, housing, transportation and utilities. The development upholds the City’s public <br />values by creating a multi-functional open space greenway corridor integrated with the <br />stormwater conveyance system, wetland management and trails. Watermark is consistent <br />with mixed-use land and density requirements and provides a variety of market driven <br />housing products that support life-cycle housing. Safe transportation corridors and <br />public utilities also serve the development. <br /> <br />3. Public or Common Open Space. <br /> <br />Open space makes up 39% of the Watermark development with 67 acres of wetlands, <br />lakes and storm ponds and 77 acres of parks and open space. A master plan of the 5 acre <br />public park includes pickle ball and basketball courts, playground equipment, picnic <br />area, open space and an overlook. An extensive park trail system is also proposed <br />throughout the greenway corridor and along CSAH 54. <br /> <br />4. Operating and Maintenance Requirements for PUD Common Open <br />Space/Facilities. <br /> <br />One (1) Master HOA document and sub-HOA’s with Declaration of Covenants and <br />Conditions shall be recorded against the property with each PUD Final Plan/Final Plat. <br />Public park land and trail corridors will be deeded to the City. Drainage & utility <br />easements and conservation easements will be dedicated to the City and RCWD. <br /> <br />5. Utilities. <br /> <br />All single family and townhome utilities will be installed underground. Separate public <br />utilities are provided to each single family home and townhome unit. <br /> <br />6. Roadways, Private. <br /> <br />Private roadways within the townhome neighborhood shall have an improved surface of <br />24-28 feet in width and shall be so designed as to permit the City fire trucks to provide <br />protection to each building.
