Fischer, PE <br />County Engineer <br />Anoka County <br />TRANSPORTATION DIVISION <br />Highway <br />City of Line Lakes <br />600 Town Center Parkway <br />Line Lakes, MN 55014-1182 <br />Re: Preliminary Plat-St. Clair Estates <br />Dear Katie, <br />March 14, 2016 <br />We have reviewed the preliminary plat of St. Clair Estates, to be located north of <br />CSAH 34 (Birch Street) and east of Hokah Drive NE within the City of Line Lakes <br />and I offer the following comments: <br />The existing right of way along this portion of CSAH 34 is 60 feet which should <br />be adequate for future reconstruction purposes. Consequently, no additional <br />right of way will be required at this time. <br />No new access points onto CSAH 34 are proposed for this development, which <br />is consistent with the previously completed corridor plan for this route, and all <br />access is to be made via the internal connection to Hokah Drive NE. Also, it <br />should be noted that Hokah Drive NE at CSAH 34 is to become a right turn <br />in/right turn out access at some point in the future, as per the CSAH 34 corridor <br />study. It should be anticipated that this development will increase turning <br />maneuvers at the CSAH 34/Hokah Drive NE intersection, so the City may wish <br />to weigh out those impacts and consider a timetable for the CSAH 34/Hokah <br />Drive NE access changes in conjunction with this development. <br />ACHD would like to work with local governments promoting compatibility <br />between land use and the county highway system. It should be recognized that <br />residential land uses located adjacent to county highways often results in <br />complaints about traffic noise. Existing and/or future traffic noise from CSAH <br />34 could exceed noise standards established by the Minnesota Pollution <br />Control Agency (MPCA), the U.S. Department of Housing and Urban <br />Development, and the U.S. Department of Transportation. Minnesota Rule <br />7030.0030 states that municipalities are responsible for taking all reasonable <br />measures to prevent land use activities listed in the MPCA's Noise Area <br />Classification (NIAC) where establishment of the land use would result in <br />violations of established noise standards. It is advised that the City and the <br />Developer should assess the noise situation for this development as it is <br />proposed to be located directly adjacent to CSAH 34, and take the level of <br />action deemed necessary to minimize the impact of any highway noise by <br />incorporating the appropriate noise mitigation elements into the design and <br />phasing of this plat as applicable. <br />Our passion is your safe way home! <br />1440 Bunker Lake Blvd. NW • Andover , MN 55304-4005 <br />Office: 763-862-4200 .1t.
