Page 1 <br />Memo <br />To: Katie Larsen <br />From: Marty Asleson <br />Date: June 29, 2016 <br />Re: Environmental Board Recommendations for the St Clair Estates <br />Development Proposal <br />The following recommendations were made by the Environmental Board on <br />September 24, 2014 for St Clair Estates: <br />Significant Resources Protection <br />The St Clair Estates Wetland Edge within the Conservation Easement area of the <br />proposed project may contain rare plants. These plants if they exist would be in the <br />easement area and close to the wetland edge. The developer shall use the following <br />procedures to care for disturbance in this for drainage features: <br />1. A fence will be placed at the edge of soil disturbance areas protecting <br />vegetation from disturbance. <br />2. Top-soils from the conservation easement area disturbed for stormwater <br />features be stockpiled in a predetermined location, and then reapplied to the <br />site in as close to the original location as possible. <br />3. The conservation area shall be fenced off after construction to keep all <br />construction activities out. <br />4. An information hand out to residents purchasing houses in the easement <br />area be drafted as an awareness/educational instrument for the natural <br />resource conservation area <br />5. Signs acceptable to the RCWD and the City of Lino Lakes shall be posted in <br />each back yard stating no encroachment. <br />Environmental
