As this development proposes, access to Birch Street would be via <br />Hokah Drive and/or Sioux Lane/Ware Road. Per the corridor plan, the <br />ultimate access of Hokah Drive and Birch Street would be converted to a <br />right-in, right-out condition primarily due to its very close proximity to the <br />Ware Road signalized intersection. While we are not requiring this <br />conversion immediately with this development, ultimately this access will <br />need this modification as traffic volumes on Birch continue to increase or if <br />we see a significant safety issue with the current full-access configuration. <br /> <br />We are aware that there is some concern regarding additional traffic that this <br />development will add to the adjacent residential streets/neighborhoods. <br />While the addition of just 35 lots should still result in acceptable levels of <br />traffic on these city streets, we do foresee another future outlet opportunity <br />for this development. Again, referring back to the CSAH 34 (Birch Street) <br />Corridor Study, the study has identified Totem Trail as a future ¾-Access <br />location. While the study originally identified this to serve only the south side <br />of Birch, this access could also be provided for the north side as well. If the <br />cul-de-sac of Enid Trail was “flipped” such that it bends easterly, then a futu re <br />connection could be made to provide access to Birch Street. (See attached <br />“Future Street” extension sketch.) It should be noted that we are not <br />requiring this future extension to be completed at this time as it would be <br />difficult for the developer to implement on his own because it involves <br />property other than his own and there would be significant environmental <br />impacts that the developer could not cause as a non -public road authority. <br />
