CITY COUNCIL <br />AGENDA ITEM 6E <br /> <br /> <br />STAFF ORIGINATOR: Michael Grochala <br /> <br />MEETING DATE: August 22, 2016 <br />TOPIC: Consider Resolution No. 16-93, Authorizing Preparation of <br />Intersection Control Evaluation, Centerville Road and County <br />Road J. <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council approval to authorize WSB and Associates to an Intersection <br />Control Evaluation (ICE) report for the Centerville Road and County Road J intersection. <br /> <br />BACKGROUND <br /> <br />The Centerville Road and County Road J intersection currently experiences poor operations and <br />congestion in both the a.m. and p.m. peak periods. In January of 2016, Spack Consulting <br />prepared a Traffic Impact Study for the North Oaks Development Co. related to a proposed <br />development in the northwest quadrant of the intersection. The study determined that the <br />intersection was operating at a level at a Level of Service (LOS) F in both the a.m. (7:00 to 8:00 <br />a.m.) and p.m. (4:30 to 5:30 p.m.) peak periods. A LOS of F represents heavy traffic flows <br />(over capacity conditions) and increased delay times. The development review noted the need <br />for improvement to that intersection. <br /> <br />The four roadway approaches to the intersection are governed by three local government units <br />and one private party. Anoka County is the road authority for the north leg, Ramsey County is <br />responsible for the south leg, Lino Lakes and Ramsey County share the east leg, and the west leg <br />is maintained by the Waverly Gardens development in North Oaks. <br /> <br />As a result of the analysis staff has worked with both and Anoka and Ramsey County and North <br />Oaks Development Company to discuss options for improvement of this intersection. Based on <br />these discussions the parties concluded that the next step would be to complete an Intersection <br />Control Evaluation (ICE). The report would determine the appropriate intersection configuration <br />and control to address both existing and future traffic volumes. <br /> <br />WSB, City Engineer, has prepared a proposal to complete the study in the amount of $15,108. <br />Funding is proposed to be split between the four parties equally, approximately $3,780 each. <br />Funding for the City’s share would be from the Engineering and Planning & Zoning budget.
