Mr. Michael Grochala <br />June 28, 2016 <br />Page 3 <br /> <br /> <br />Centerville Road (CR 21/CR 59) at Ash Street (CR J)/Wilkinson Lake Blvd <br />Intersection Control Evaluation (ICE) Proposal <br />City of Lino Lakes, MN <br /> <br />Scope of Work <br /> <br />Task 1 – Project Management <br /> <br />This task includes planning and coordination of all work tasks, establishment and monitoring of <br />budgets, and correspondence with the City of Lino Lakes as lead agency. The project manager will <br />provide technical direction on all aspects of the project review, all work products, and keep the City <br />informed on the project progress. The project manager will serve a primary role in the analysis and <br />preparation of the Study. <br /> <br />Task 2 – Data Collection / Base Map <br /> <br />Available data will be collected from the City of Lino Lakes, City of North Oaks, White Bear <br />Township, Anoka County, Ramsey County, MnDOT, the adjacent developer and other impacted <br />agencies as necessary. This data will include but is not limited to: <br /> <br /> Existing and historic traffic volume data. <br /> Updated crash history. <br /> Existing topographic data in electronic format. <br /> Aerial photography in electronic format. <br /> Proposed and anticipated development plans in electronic format. <br /> As built roadway plans in electronic format (if available). <br /> <br />It is assumed that the existing base traffic volume data collected as part of the North Oaks <br />Development project Traffic Study will be used and that no additional traffic data collection will be <br />required. <br /> <br />WSB will use existing topographic information and aerial mapping of the intersection to document <br />existing features including right-of- way and easements. This information will be used to prepare <br />base mapping for preparation of the preliminary designs. <br /> <br />Task 3 – Intersection Analysis <br /> <br />An intersection analysis will be completed evaluating the existing and projected traffic operations and <br />interaction between the intersections of Centerville Road (CR 21/CR 59) at Ash Street (CR <br />J)/Wilkinson Lake Blvd and, Ash Street (CR J) and 20th Avenue (CR 54)/I35E southbound ramp. <br /> <br />The analysis will specifically include reviewing the warrants and needs for signalization, roundabout, <br />all-way stop control, two-way stop control, etc. for the intersection of Centerville Road (CR 21/CR <br />59) at Ash Street (CR J)/Wilkinson Lake Blvd. The analysis will be based on the requirements <br />outlined by MnDOT State Aid and those found in the “Minnesota Manual on Uniform Traffic Control <br />Devices”.
