15 <br />An Environmental Assessment Worksheet is not mandated. The 35 unattached <br />residential units are under the 250 unattached unit thresholds. <br /> <br />Wetlands <br /> <br />A wetland boundary delineation report was prepared by Jacobson Environmental, PLLC <br />on April 18, 2016. An application for wetland boundary was submitted to RCWD and is <br />pending approval. <br /> <br />According to the report, 2 wetland types were found on the subject site. Two sample <br />points were also taken west of the wetlands and were found to lack wetland hydrology. <br />Per the preliminary plat, the wetland area is 13.6 acres. The development maintains a <br />greenway corridor and does not propose any wetland impacts. <br /> <br />The site is located within in the RCWD Lino Lakes Comprehensive Wetland Protection <br />and Management Plan boundary and Wetland Management Corridor (WMC). A <br />conservation easement covering approximately 2.6 acres of wetland buffer is proposed. <br /> <br />Comments: <br /> <br />1. RCWD WCA Notice of Decision shall be provided to the City. <br /> <br />Floodplain <br /> <br />FEMA updated the Anoka County Flood Insurance Study (FIS) and Flood Insurance <br />Rating Map (FIRM) on December 16, 2015. The DFIRM indicates a Zone AE floodplain <br />on the subject site with a base flood elevation of 887.0. Lots 8-10, Block 1 potentially <br />extend into the floodplain but the site grading and building pads will not impact the <br />floodplain. <br /> <br />Comments: <br /> <br />1. The BFE 887.0 elevation shall be shown on the preliminary plat. <br />2. Any lot extending into the floodplain shall be required a FEMA LOMA prior to <br />issuance of a building permit. <br /> <br />Shoreland Management Overlay <br /> <br />The site is located in a Shoreland Management Overlay district. Rice Lake is a Natural <br />Environment Lake with an 883.1 OWHL elevation. A setback of 150 feet from the <br />OHWL is required for all primary and accessory structures. Impervious surface coverage <br />of 30% applies to all lots within the overlay district. <br /> <br /> <br />Comments: <br />
