CITY COUNCIL SPECIAL WORK SESSION August 22, 2016 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE August 22, 2016 <br />5 TIME STARTED 6:00 p.m. <br />6 TIME ENDED 6:28 p.m. <br />7 MEMBERS PRESENT Council Member Rafferty, Kusterman, <br />8 Maher, Manthey and Mayor Reinert <br />9 MEMBERS ABSENT None <br />l0 <br />11 Staff members present: City Administrator Jeff Karlson; Public Safety Director John <br />12 Swenson; Community Development Director Grochala; Finance Director Sarah Cotton; <br />13 Public Services Director DeGardner; City Clerk Julie Bartell, <br />Advisory Board Appointments -Administrator Karlson reviewed his written <br />15 report regarding the one vacancy on the city's Planning and Zoning Board. One <br />16 application has been received and staff is requesting that an interview time be established, <br />17 perhaps prior to the next work session. Staff is also requesting council discussion on the <br />18 establishment of a public safety advisory board and if the council wishes to appoint two <br />19 members to such a group and establish a meeting schedule. <br />20 Mayor Reinert confirmed that there is only one opening to consider for advisory boards <br />21 and that there is only one applicant. <br />22 The council concurred that they will conduct an interview prior to the next work session. <br />23 Regarding the public safety board, Mayor Reinert suggested that Council Member <br />24 Rafferty would be a good participant since he is willing to do the necessary drill down. <br />25 Council Member Manthey asked where the concept of the advisory board came from; <br />26 there's very little information in the staff report. <br />27 Council Member Maher said she'd be more supportive of having a quarterly report by the <br />28 Public Safety Division management to all council members rather than an advisory group. <br />29 Mayor Reinert and Council member Kusterman said they are indifferent to the form. <br />30 Administrator Karlson explained that an advisory board would serve mainly as an <br />31 administrative review group. <br />32 The council concurred that they will begin with the quarterly review by the full council. <br />33 2. Fire Fleet —Light Rescue Quick Attack —Public Safety Director Swenson <br />34 reviewed the most recent information on the purchase of light rescue equipment. Based <br />35 on new information, he is recommending the purchase of a different (heavier duty) <br />36 chassis for those vehicles. <br />37 Mayor Reinert asked how many cities have been effected by this finding that the lighter <br />38 chassis is isn't strong enough for the build -out equipment. A representative of the <br />39 company who made the original recommendations explained that five vehicles were in <br />40 the process. He further explained how they discovered that the build -out equipment will <br />41 run overweight on the lighter vehicle. He is willing to pick up half the cost of the <br />1 <br />
