2 <br /> <br />3. The preservation and enhancement of desirable site characteristics such as existing <br />vegetation, natural topography and geologic features and the prevention of soil erosion. <br /> <br />The 56.45 acre site is bisected by Judicial Ditch No. 3 (Clearwater Creek), which separates the <br />northern third of the site from the remainder. The creek will be preserved and a conservation <br />easement will be provided to protect this greenway corridor. The buffer along the creek shown <br />on Lot 1 ranges from 20 feet to 150 feet in width and will be provided in a conservation <br />easement. The buffer will include all of the area between the creek, ponds and parking area. The <br />site has a limited number of trees, but many of those are located adjacent to the creek and will be <br />preserved. <br /> <br />4. A creative use of land and related physical development which allows a phased and <br />orderly transition of varying land uses in close proximity to each other. <br /> <br />The project will allow development of a significant distribution center and will provide two <br />outlots for future development. The project includes an extension of 21st Avenue to provide <br />access to Lot 1. The development is consistent with the development anticipated by the <br />Comprehensive Plan, AUAR and Zoning Ordinance. <br /> <br />5. An efficient use of land resulting in smaller networks of utilities and streets thereby <br />lowering development costs and public investments. <br /> <br />The development will include extension of existing streets and trunk utilities, which will be <br />designed and built by the developer. The infrastructure will be planned and built by the <br />developer. <br /> <br />6. Promotion of a desirable and creative environment that might be prevented through the <br />strict application of City zoning and subdivision regulations. <br /> <br />The purpose of the PUD will allow construction of the distribution center on Lot 1 in a location <br />that would not otherwise have been allowed under the standard zoning and subdivision <br />regulations. <br /> <br />BE IT FURTHER RESOLVED by the City Council of The City of Lino Lakes that the PUD <br />Final Plan/Final Plat is consistent with the preliminary approvals granted by Resolution 16-76. <br /> <br />NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Lino Lakes <br />hereby approves the PUD Final Plan/Final Plat for Clearwater Creek Business Park, subject to <br />the following conditions: <br /> <br />1. All comments from the City Engineer letter dated September 7, 2016 shall be addressed <br />in the final construction plan set prior to issuance of a building permit. <br /> <br />2. All comments from the Centerville City Engineer letter dated August 31, 2016 shall be <br />addressed prior to construction of 21st Avenue. <br />
