COUNCIL MINUTES September 26, 2016 APPROVED 83 Council Member Manthey noted multiple meetings on the budget and that he feels the council has 84 reviewed it well. He has seen reductions through this process; he hopes it can go lower and he 85 appreciates the work of staff. 86 Mayor Reinert recalled a time when the council literally went through every item in the budget in 87 order to reduce the budget lower than what staff said they absolutely needed; he will be continuing 88 review. 89 Council Member Manthey moved to approved Resolution No. 16-120 as presented. Council Member 90 Maher seconded the motion. Motion carried on a voice vote. (Nay — Reinert, Rafferty) 91 92 2C) Consider Resolution No. 16-120, Setting the Date and Time for the Public Hearing for 93 the Proposed 2017 Operating Budget and 2016 Tax Levy, Collectible in 2017 — Director Cotton 94 explained the requirement to hold a public hearing on the tax levy and time proposed for the city. 95 Council Member Maher moved to approved Resolution No. 16-120 as presented. Council Member 96 Manthey seconded the motion. Motion carried on a voice vote. 97 98 2D) Consider Resolution No. 16-I21, Canceling the 2016/2017 Debt Service Tax Levy for 99 G.O. Tax Increment Financing Bond, Series 2007A — Director Cotton reviewed the request to 100 cancel the tax levy based on staff s analysis indicating the levy is not needed for payment of debt 101 service. The debt relates to the 35W/Lake Drive interchange. 102 Council Member Maher moved to approve Resolution No. 16-121 as presented. Council Member 103 Rafferty seconded the motion. Motion carried on a voice vote. 104 2E) Consider Resolution No. 16-122, Canceling the 2016/2017 Debt Service Tax Levy for the 105 G.O. Improvement Bond, Series 2013A — Director Cotton reviewed the request to cancel the tax 106 levy based on staff s analysis indicating the levy is not needed for payment of debt service. Capital Note, Series 2016A, - Director Cotton reviewed the request to cancel the tax levy basd 118 on staff s analysis that the levy is not needed for payment of debt service. The debt relates to 119 payments made to the City of Circle Pines for the cable communications system upgrade project of 120 North Metro Telecommunications. 121 3
