COUNCIL MINUTES September 26, 2016 <br />APPROVED <br />83 Council Member Manthey noted multiple meetings on the budget and that he feels the council has <br />84 reviewed it well. He has seen reductions through this process; he hopes it can go lower and he <br />85 appreciates the work of staff. <br />86 Mayor Reinert recalled a time when the council literally went through every item in the budget in <br />87 order to reduce the budget lower than what staff said they absolutely needed; he will be continuing <br />88 review. <br />89 Council Member Manthey moved to approved Resolution No. 16-120 as presented. Council Member <br />90 Maher seconded the motion. Motion carried on a voice vote. (Nay — Reinert, Rafferty) <br />91 <br />92 2C) Consider Resolution No. 16-120, Setting the Date and Time for the Public Hearing for <br />93 the Proposed 2017 Operating Budget and 2016 Tax Levy, Collectible in 2017 — Director Cotton <br />94 explained the requirement to hold a public hearing on the tax levy and time proposed for the city. <br />95 Council Member Maher moved to approved Resolution No. 16-120 as presented. Council Member <br />96 Manthey seconded the motion. Motion carried on a voice vote. <br />97 <br />98 2D) Consider Resolution No. 16-I21, Canceling the 2016/2017 Debt Service Tax Levy for <br />99 G.O. Tax Increment Financing Bond, Series 2007A — Director Cotton reviewed the request to <br />100 cancel the tax levy based on staff s analysis indicating the levy is not needed for payment of debt <br />101 service. The debt relates to the 35W/Lake Drive interchange. <br />102 Council Member Maher moved to approve Resolution No. 16-121 as presented. Council Member <br />103 Rafferty seconded the motion. Motion carried on a voice vote. <br />104 2E) Consider Resolution No. 16-122, Canceling the 2016/2017 Debt Service Tax Levy for the <br />105 G.O. Improvement Bond, Series 2013A — Director Cotton reviewed the request to cancel the tax <br />106 levy based on staff s analysis indicating the levy is not needed for payment of debt service. The debt <br />107 relates to the Otter Lake Road Project <br />108 Council Member Rafferty moved to approved Resolution No. 16-122 as presented. Council Member <br />109 Maher seconded the motion. Motion carried on a voice vote. <br />110 2F) Consider Resolution No. 16-123, Canceling the 2016/2017 Debt Service Tax Levy for <br />111 G.O. Bond, Series 2014 — Director Cotton reviewed the request to cancel the tax levy based on <br />112 analysis indicating the levy is not needed for payment of debt service. The debt relates to the 21s' <br />113 Avenue Extension/Northpoint Utilities and Utility Improvements (Well #6 and Wellhouse. <br />114 Council Member Maher moved to approved Resolution No. 16-123 as presented. Council Member <br />115 Manthey seconded the motion. Motion carried on a voice vote. <br />116 2G) Consider Resolution No. 16-124, Canceling the 2016/2017 Debt Service Tax Levy for <br />117 G.O. Capital Note, Series 2016A, - Director Cotton reviewed the request to cancel the tax levy basd <br />118 on staff s analysis that the levy is not needed for payment of debt service.
