COUNCIL MINUTES September 26, 2016 <br />APPROVED <br />163 Council Member Maher moved to approve Resolution No. 111 as presented. Council Member Rafferty <br />164 seconded the motion. Motion carried on a voice vote. <br />165 6B) Consider Resolution No. 16-127 Approving Conditional Use Permit Amendment and Site <br />166 Plan Review for Addition for Audio/Video Control Room at Eagle Brook Church — City Planner <br />167 Larsen reviewed a PowerPoint presentation including: <br />168 - an addition to northwest corner of existing facility of an audio control facility; <br />169 - size of existing facility and of proposed addition; <br />170 - site location and aerial map indicating location of addition; <br />171 - need for a conditional use permit since the area is zoned rural; <br />172 - existing building and addition of a small storm pond; <br />173 - a building plan and color rendering; <br />174 - Planning and Zoning board approval; <br />175 - safety plans for sprinkling equipment (plans were thoroughly reviewed by the fire chief); <br />176 - compliance of the plans to the city's regulations and guides. <br />177 Council Member Maher to approve Resolution No. 16-127 as presented. Council Member Manthey <br />178 seconded the motion. Motion carried on a voice vote. <br />179 6C) Consider Resolution No. 16-108 Approving Grading Agreement for St. Clair Estates — WSB <br />180 Engineer Brian Bourassa reported that the resolution approves a grading agreement for the project. He <br />181 reviewed the history of the project, noting that the final plans and plat will be coming forward this fall <br />182 but the developer wishes to receive approval of just this agreement to allow them to begin operations on <br />183 grading quickly. <br />184 Council Member Kusterman moved to approve Resolution No. 16-108 as presented. Council Member <br />185 Maher seconded the motion Motion carried on a voice vote. <br />186 6D) 2016 Aqua Lane to Black Duck Drive Trunk Water Main Project — WSB Represntative <br />187 Brian Bourassa explained that the resolutions provide authorization for staff to accept the bids received <br />188 and to allow staff to execute a construction services contract with WSB and Associates to monitor the <br />189 project as necessary. <br />190 i. Consider Resolution No. 16-113 Accepting bids and Awarding a Construction Contract <br />191 Council Member Kusterman moved to approve Resolution No. 16-113 as presented.
