New Business <br /> Review St. Clair Estates Development <br /> Chair Lindy requested Rick DeGardner to introduce theNew Business . Mr . DeGardner <br /> described St . Clair Estates as a proposed 35 single fanny dome residential subdivision <br /> located north of Birch Street and east of Hokah Drive; `This development borders the <br /> Rick Creek Chain of Lakes Regional Park Preserve . A future park has not been identified <br /> near the St . Clair Estates Development, nor ' are> any additional -trail segments at this time <br /> in our Parks , Natural Open Space/Greenways and Trail System an. City Staff has <br /> recently received inquiries from residents' requesting a mini-park%within the St. Clair <br /> Estates development as well as a possible trail . connection to the Rice Lake Elementary <br /> and Rice Creek Regional Park. Preserve traa_lsIV IV <br /> 41 <br /> . ` <br /> Possible Mini-Park <br /> Mr . DeGardner stated that the upland area for St. . Clair estates is 16 . 87 acres . Statutorily, <br /> the City could require` l0 ;percent inland dedication�which would amount to 1 . 687 acres <br /> in park land . The City would then have to compensate the developer a fair market value <br /> VIV <br /> of the land and seek additional funding for, `park development . <br /> Possible ';Trail Access to Rfj or; Regional Park <br /> Mr DeGardner described fYvo possible trail options . He stated that he received <br /> indications from Anoka County :that they would be willing to work with the City if we are <br /> interested in moving forward to try. to provide a trail connection to the Regional Trail and <br /> Park Reserve . <br /> L Trail AccessAo Regional Park - The first option would be to request a trail easement <br /> through Outlot `A br) Lot 3 .
