CITY COUNCIL SPECIAL WORK SESSION <br />November 28, 2016 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE November 28, 2016 <br />5 TIME STARTED 6:00 p.m. <br />6 TIME ENDED 6:25 p.m. <br />7 MEMBERS PRESENT Council Member Rafferty (arr. 6*10 pm), <br />8 Kusterman, Maher, Manthey and Mayor <br />9 Reinert <br />to MEMBERS ABSENT None <br />11 <br />12 Staff members present: City Administrator Jeff Karlson; Public Safety Director John <br />13 Swenson; Community Development Director Grochala; Finance Director Sarah Cotton; <br />14 Public Services Director Rick DeGardner; City Engineer Diane Hankee; City Clerk Julie <br />15 Bartell. <br />16 <br />17 Review Regular Agenda of November 28, 2016 — <br />18 <br />19 Item IF - Flex Spending Account Amendment — Administrator Karlson explained that <br />20 this action would change the City's policy on the flex spending account by increasing the <br />21 maximum contribution. Council Member Kusterman noted that he would report back on <br />22 the possibility of a law change that allows some rollover of those funds. <br />23 <br />24 Item 2A — Fee Schedule — Finance Director Cotton explained that staff is recommending <br />25 approval of 2nd Reading and adoption of the ordinance that will set city fees for the <br />26 coming year. She briefly reviewed the proposed changes. <br />27 <br />28 Item 3A —Code Amendment Regarding Advisory Board —Administrator Karlson <br />29 explained that this ordinance amendment would increase the quarterly stipend paid to city <br />30 advisory board members. <br />31 <br />32 Item 4A — Public Safety Grant for 2017-2018 — Public Safety Director Swenson <br />33 explained that this action would accept state grant funds for one police officer and related <br />34 expenses, including an annual conference. <br />35 <br />36 Item 4B —Accept Donation for Canine Unit -Public Safety Director Swenson reviewed <br />37 the circumstances and source of this donation (the actual donor wants to remain <br />38 anonymous). <br />39 <br />40 Item 4C —Promotion to District Fire Chief —Public Safety Director Swenson reported <br />41 that he is recommending the promotion of Mr. Frid to fill a vacant district fire chief <br />42 position. Mayor Reinert asked if there is a compensation schedule at this time and Chief <br />43 Swenson explained that this individual would be paid as an on -call fire fighter along with <br />44 a monthly stipend. Council Member Rafferty asked that that type of information be <br />45 included in future staff reports for council's benefit. <br />L <br />
