CITY COUNCIL AGENDA ITEM 6A STAFF ORIGINATOR: Michael Grochala, Community Development Director MEETING DATE: October 10, 2016 TOPIC: Consideration of Resolution No. 16-130, Adopting Proposed Assessment, Otter Lake Road Extension VOTE REQUIRED: 3/5 Vote INTRODUCTION Staff is requesting City Council consideration to adopt assessments for the Otter Lake Road Extension Project. BACKGROUND The City Council authorized preparation of a Feasibility Study for the Otter Lake Road Extension Improvements on May 23, 2011. The study was received by the Council on January 9, 2012. Following the required mailed and published notice the City Council held a public hearing on February 13, 2012. On March 12, 2012 the Council approved Resolution No. 12-27 authorizing preparation of plans and specifications. In June of 2012 the City Council ordered the improvement. The project was awarded to Arnt Construction Company on March 11, 2013. The project improvements included a four lane extension of Otter Lake Road, from Main Street to a point approximately 360 feet north. The project limits extend an additional 270 feet northerly to accommodate stormwater ponding improvements. The project also includes the extension of sanitary sewer and water main, storm sewer, bituminous trail and traffic signal modifications. On September 12, 2016, the City Council approved Resolution No. 16-106, calling the hearing on the proposed assessment for the Otter Lake Road Extension project. The total cost of the improvement is $714,561. Staff has allocated the costs of the project to abutting benefitted properties and the assessment roll has been prepared. To determine the amount to be assessed staff subtracted oversizing costs for sanitary sewer and water of $36,376 from the total project cost. This resulted in an amount proposed for assessment of $678,185.00. This amount was distributed equally between the abutting properties lying east and west of the improvements in the amount of $339,093.00. This amount was further allocated to the Main Street Shoppes Plat, between Lot 1, Block 1 and Outlot A, based on the development agreement for the project. The amount proposed to be assessed to BLINO, LLC was reduced to $190,000.00 based on a special benefit appraisal prepared for the City by BRKW Appraisals.
