CITY COUNCIL <br />AGENDA ITEM 6A <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />MEETING DATE: October 10, 2016 <br /> <br />TOPIC: Consideration of Resolution No. 16-130, Adopting <br />Proposed Assessment, Otter Lake Road Extension <br /> <br />VOTE REQUIRED: 3/5 Vote <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration to adopt assessments for the Otter Lake Road <br />Extension Project. <br /> <br />BACKGROUND <br /> <br />The City Council authorized preparation of a Feasibility Study for the Otter Lake Road <br />Extension Improvements on May 23, 2011. The study was received by the Council on January <br />9, 2012. Following the required mailed and published notice the City Council held a public <br />hearing on February 13, 2012. On March 12, 2012 the Council approved Resolution No. 12-27 <br />authorizing preparation of plans and specifications. In June of 2012 the City Council ordered the <br />improvement. The project was awarded to Arnt Construction Company on March 11, 2013. <br /> <br />The project improvements included a four lane extension of Otter Lake Road, from Main Street <br />to a point approximately 360 feet north. The project limits extend an additional 270 feet <br />northerly to accommodate stormwater ponding improvements. The project also includes the <br />extension of sanitary sewer and water main, storm sewer, bituminous trail and traffic signal <br />modifications. <br /> <br />On September 12, 2016, the City Council approved Resolution No. 16-106, calling the hearing <br />on the proposed assessment for the Otter Lake Road Extension project. The total cost of the <br />improvement is $714,561. Staff has allocated the costs of the project to abutting benefitted <br />properties and the assessment roll has been prepared. <br /> <br />To determine the amount to be assessed staff subtracted oversizing costs for sanitary sewer and <br />water of $36,376 from the total project cost. This resulted in an amount proposed for assessment <br />of $678,185.00. This amount was distributed equally between the abutting properties lying east <br />and west of the improvements in the amount of $339,093.00. This amount was further allocated <br />to the Main Street Shoppes Plat, between Lot 1, Block 1 and Outlot A, based on the development <br />agreement for the project. <br /> <br />The amount proposed to be assessed to BLINO, LLC was reduced to $190,000.00 based on a <br />special benefit appraisal prepared for the City by BRKW Appraisals. <br /> <br />
