<br />CITY COUNCIL <br />AGENDA ITEM 6C <br /> <br /> <br />STAFF ORIGINATOR: Diane Hankee, City Engineer <br /> <br />MEETING DATE: October 10, 2016 <br /> <br />TOPIC: Consider Resolution No. 16-129 Accepting and Approving the <br />Grant Agreement between the City of Lino Lakes and the <br />Metropolitan Council of Environmental Services for the <br />Improvement of Publically Owned Infrastructure <br /> <br />VOTE REQUIRED: 3/5 Vote Required <br /> <br />INTRODUCTION <br /> <br />Staff is requesting Council accept and approve the Grant Agreement between the City of Lino <br />Lakes and the Metropolitan Council of Environmental Services. <br /> <br />BACKGROUND <br /> <br />The Minnesota Legislature has appropriated to the Metropolitan Council of Environmental <br />Services (MCES) in the 2014 State Bonding Bill, $2,000,000 for a grant program to be <br />administered by the MCES for the purpose of providing grants to municipalities for capital <br />improvements to public municipal wastewater collection systems to reduce the amount of <br />inflow and infiltration to the MCES metropolitan sanitary sewer disposal system (I/I Municipal <br />Grant Program). <br /> <br />The City of Lino Lakes has submitted an application to the MCES for grant funding for <br />improvements to the publically owned sanitary sewer system to reduce inflow and infiltration. <br /> <br />The MCES has determined to contribute one-half of the actual amount of eligible expenses <br />during the grant activity period up to an estimated Preliminary Minimum Allocation (PMA) of <br />$25,000. In addition to the PMA an additional Final Reimbursement Amount (FRA) will be <br />allocated proportionally to grant participants, determined based on eligible project expenses <br />submitted and available remaining grant program funds. <br /> <br />The City of Lino Lakes has incurred eligible expenses while completing the 2015 Street <br />Reconstruction – Shenandoah Area Project. Documentation from the project as well as this <br />proposed resolution will be submitted to the MCES as part of the reimbursement process. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends adoption of Resolution No. 16-129 Accepting and Approving the Grant <br />Agreement between the City of Lino Lakes and the Metropolitan Council of Environmental <br />Services for the Improvement of Publically Owned Infrastructure. <br /> <br />ATTACHMENTS <br /> <br />1.
