CITY COUNCIL <br />AGENDA ITEM 6D <br /> <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />MEETING DATE: October 10, 2016 <br /> <br />TOPIC: Consider Resolution No. 16-80, Approving Municipal Consent, I- <br />35W North Corridor Improvements <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Council is to consider approving municipal consent for the Interstate 35W North Corridor <br />improvement project. <br /> <br />BACKGROUND <br /> <br />The Minnesota Department of Transportation (Mn/DOT) is currently completing preliminary <br />design of the 35W North Corridor Project. The proposed project will add a lane in each direction <br />from Highway 36 to Lexington Avenue in Blaine. The lanes will be managed under the MnPass <br />program. Eight (8) additions spot improvements along the corridor are also being recommended <br />as part of the project. Construction is anticipated to start in 2019. <br /> <br />Project Purpose <br /> <br />MnDOT has identified a number of factors justifying the need for the I-35W North Corridor <br />Project. These factors include pavement conditions, mobility, travel time reliability, and transit <br />and carpool advantages. <br /> <br />Improvements Within Lino Lakes <br /> <br />While the added lane only extends to Lexington Avenue the project will involve some <br />resurfacing work past Sunset Avenue and into Lino Lakes. As a result, a noise wall is being <br />proposed for the south side of the interstate within Lino. <br /> <br />Work within Lino Lakes includes repaving approximately 400 feet of the existing northbound <br />and southbound main lines east of Sunset Avenue and construction of approximately 1,600 feet <br />of noise wall on the south side of the interstate. <br /> <br />There are no City costs and no City maintenance responsibilities proposed with the project. <br /> <br />
