CITY COUNCIL SPECIAL WORK SESSION October 24, 2016 <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : October 24, 2016 4 <br />TIME STARTED : 6:00 p.m. 5 <br />TIME ENDED : 6:25 p.m. 6 <br />MEMBERS PRESENT : Council Member Rafferty, Kusterman, 7 <br /> Maher, Manthey and Mayor Reinert 8 <br />MEMBERS ABSENT : None 9 <br /> 10 <br />Staff members present: City Administrator Jeff Karlson; Community Development 11 <br />Director Grochala; City Planner Katie Larsen; City Engineer Diane Hankee; Finance 12 <br />Director Sarah Cotton; Deputy Public Safety Director Kelly McCarthy; City Clerk Julie 13 <br />Bartell. 14 <br /> 15 <br />1. I-35W North Corridor Project Consent – Community Development Director 16 <br />Grochala said the matter is informational for the council at this point. No action has 17 <br />been taken to this point. The date of the hearing will be November 20. Mayor Reinert 18 <br />asked that the matter be added to the next work session action in order to formalize the 19 <br />standing of the city even if that action is non action. 20 <br />2. Review Regular Agenda 21 <br /> 22 <br />Item 1F, Minutes of Public Safety Update Special Work Session – Mayor Reinert 23 <br />requested that the minutes be held from approval until the council has the opportunity to 24 <br />discuss the direction on an annual capital contribution for fire equipment (to be discussed 25 <br />at the next regular work session). The council concurred. 26 <br /> 27 <br />Items 2A, 2B and 2C were reviewed with Finance Director Cotton and Springsted Inc. 28 <br />financial consultant to the city Terri Heaton. Ms. Heaton reviewed: 29 <br /> 30 <br />- the city’s bond rating for the bonds (stable at AA); 31 <br />- the city’s strong management and fund positions; 32 <br />- how the bond bids came through. 33 <br /> 34 <br />Item 3A – Administrator Karlson noted that extension of the intern position is requested 35 <br />(for Alex McKenzie). These positions are normally extended through a one-year period 36 <br />but not past that. 37 <br /> 38 <br />Item 4A – Resolution No. 16-1444, Accepting Traffic Safety Grant State Fiscal Years of 39 <br />2017 & 2018 Renewal – Mayor Reinert suggested that this item be held from council 40 <br />consideration until further discussion at the next regular work session. The council 41 <br />concurred. 42 <br /> 43
