COUNCIL MINUTES October 24, 2016 <br />DRAFT <br />3 <br /> 88 <br /> 89 <br />ADMINISTRATION DEPARTMENT REPORT 90 <br /> 91 <br />3A) Consider Six-Month Employment Extension for Community Development Intern – City 92 <br />Administrator Karlson stated that staff is recommending extension of an internship position held by 93 <br />Mr. Alex McKenzie. The city has generally extended these intern positions through a one-year 94 <br />period. Council Member Manthey noted that he understands that having a position such as this helps 95 <br />cities bring in development and follow current activities. 96 <br /> 97 <br />Council Member Kusterman moved to approve the employment extension as recommended. Council 98 <br />Member Manthey seconded the motion. Motion carried on a voice vote. 99 <br /> 100 <br />PUBLIC SAFETY DEPARTMENT REPORT 101 <br /> 102 <br />4A) Item 4A was removed from the agenda, to be discussed at the November work session. 103 <br /> 104 <br />PUBLIC SERVICES DEPARTMENT REPORT 105 <br /> 106 <br />There was no report from the Public Services Department. 107 <br /> 108 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 109 <br /> 110 <br />6A) Consider Resolution No. 16-135, Approving Third Amendment to PUD Development 111 <br />Stage Plan/Preliminary Plat for Century Farm North – City Planner Katie Larsen reviewed the 112 <br />written staff report outlining a staff recommendation to approve an amendment allowing sideyard 113 <br />setbacks for this development to become seven and one-half feet on each side. The current city 114 <br />requirement would be ten feet. She showed the council a rendering of the proposed homes and 115 <br />showed figures representing house plans. She reviewed the Planning and Zoning Board approval of 116 <br />this development. This change will actually allow for a more marketable product for this 117 <br />development. The developer had a conflict and was not able to attend. 118 <br />Council Member Kusterman moved to approve Resolution No. 16-135 as presented. Council Member 119 <br />Manthey seconded the motion. Motion carried on a voice vote. 120 <br />6B) Consider Resolution No. 16-137, Adopting Special Assessment, Individual Utility 121 <br />Connections - City Engineer Hankee explained that Items 6B through 6H relate to the adoption of 122 <br />special assessments. Item 6B specifically relates to individual properties that have water available to 123 <br />them and where the property owner choses to connect and pay for the work required. Ms. Hankee 124 <br />reviewed the properties under consideration, explaining the location and amount of each. The other 125 <br />assessment items (6C through 6H) relate to charges for municipal utilities associated with private 126 <br />development and city local improvement projects. 127 <br />Council Member Rafferty moved to approve Resolution No. 16-137 as presented. Council Member 128 <br />Maher seconded the motion. Motion carried on a voice vote. 129
