CITY COUNCIL <br />AGENDA ITEM 4D <br /> <br /> <br />STAFF ORIGINATOR: John Swenson, Public Safety Director <br /> <br />MEETING DATE: November 28, 2016 <br /> <br />TOPIC: Deputy Director - Police Division Promotion <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />The Lino Lakes Public Safety Department is requesting council approval to promote Kyle <br />Leibel to the rank of Deputy Director – Police Division. <br /> <br />BACKGROUND <br /> <br />On October 28, 2016, Deputy Director Kelly McCarthy resigned from the Public Safety <br />Department to take a position with the Mendota Heights Police Department. <br /> <br />The Public Safety Department conducted an internal promotional testing process which <br />included: <br />1. Application <br />2. Background & Experience Evaluation <br />3. Oral Interview <br /> <br />This promotional process has been extensive and has identified Deputy Director candidates that <br />will continue the proud tradition of providing high quality public safety services. <br /> <br />The 2016 Approved Budget and the 2017 Preliminary Budget is funded for 1 Deputy Director <br />position in the Police Division. If approved this promotion will bring the Public Safety <br />Department back to 1 Deputy Director in the Police Division. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends the Council approve the promotion of Kyle Leibel to Deputy Director within <br />the Police Division effective December 1, 2016. <br /> <br />ATTACHMENTS <br /> <br />None
