CITY COUNCIL <br />AGENDA ITEM 6B <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />MEETING DATE: December 12, 2016 <br /> <br />TOPIC: Consider Resolution No. 16-170, Relating to the I-35W North <br />Corridor Improvements <br /> <br />VOTE REQUIRED: 3/5 <br /> <br />INTRODUCTION <br /> <br />The City Council has requested consideration of a resolution documenting its position relating to <br />the I-35W North Corridor improvement project. <br /> <br />BACKGROUND <br /> <br />The Minnesota Department of Transportation (Mn/DOT) is currently completing preliminary <br />design of the 35W North Corridor Project. The proposed project will add a lane in each direction <br />from Highway 36 to Lexington Avenue in Blaine. The lanes will be managed under the MnPass <br />program. Eight (8) additions spot improvements along the corridor are also being recommended <br />as part of the project. The project includes the construction of a noise wall from Sunset Avenue <br />to a point approximately 1,300 feet to the east in Lino Lakes. Construction is anticipated to start <br />in 2019. Residents along the corridor in Lino Lakes overwhelmingly supported the noise wall. <br />Of the 108 total eligible points Mn/DOT received 94 (87%) in favor of the wall. No votes in <br />opposition of the wall where received. <br /> <br />The deadline for consideration of Municipal Consent for the I-35W North Corridor Project was <br />November 20, 2016. No action was taken by the City Council and in accordance with State <br />Statutes the layout is deemed approved. <br /> <br />The City Council discussed consideration of a resolution documenting the City’s position <br />regarding this project at the November 7, 2016 and December 5, 2016 work sessions. While the <br />City Council supported the proposed lane and noise wall improvements concern was expressed <br />regarding the expansion of the MnPass system. Attached is a draft resolution documenting the <br />City Council’s opposition to MnPass and stipulating that any change in scope or expansion of the <br />project within Lino Lakes or future project with Lino Lakes requires City consent if required by <br />state law. <br /> <br />RECOMMENDATION <br /> <br />Adopt Resolution 16-170. <br /> <br />ATTACHMENTS <br /> <br />1.
