CITY COUNCIL SPECIAL WORK SESSION November 28, 2016 <br />DRAFT <br /> 2 <br /> 46 <br />Item 4D – Promotion to Deputy Director – Police Division – Public Safety Director 47 <br />Swenson reviewed his recommendation to promote Kyle Leibel to the open position. 48 <br />The recommendation is based on the results of a thorough promotional process. Mayor 49 <br />Reinert asked about the difference in compensation and Chief Swenson explained that 50 <br />this individual would move to Step 5 based on coming from the Police Sergeant’s union 51 <br />scale and also this will be a salaried position. Council Member Rafferty remarked that it 52 <br />would be nice to see the individual present for introduction and any questions. Chief 53 <br />Swenson noted that Kyle will be coming in for a ceremony after this is approved. Mayor 54 <br />Reinert suggested changing that procedure because sometime there could be a request to 55 <br />approve an individual the council doesn’t know; not the case here, but it could be. This 56 <br />is a high level position so he thinks the council would benefit from that opportunity. The 57 <br />council concurred that, in this case, they are comfortable moving forward. 58 <br /> 59 <br />Item 4E – Donation of Seized Property – Public Safety Director Swenson explained that 60 <br />staff requests authorization to donate a group of bicycles that are forfeited and are not 61 <br />needed. The City Code allows this type of donation. The bikes would be donated to an 62 <br />organization the department has worked with before. 63 <br /> 64 <br />Item 6A – Approving Payment for 2016 Mill and Overlay Project – City Engineer Hankee 65 <br />reviewed the request to make final payment on this project. She explained the areas 66 <br />included in the project.
