PUBLIC HEARING: Clearwater Creek Business Park-United Properties <br />Distribution Facility Rezoning and PUD Development State Plan/Preliminary <br />Plat <br /> <br />Ms. Lindahl presented the staff report. Staff recommends continuation of the Public <br />Hearing for Rezoning, PUD Development Stage Plan/Preliminary Plat to allow further <br />review of the project. Preliminary comments to be addressed prior to next Planning & <br />Zoning Board meeting were noted in this staff report and the attached comments from the <br />City Engineer and MnDOT. <br /> <br />Board members discussed signage, emergency access and road completion. <br /> <br />Brandon Champeau, Vice President of United Properties, 3600 American Boulevard, <br />Bloomington, addressed AUAR, extension of 21st Avenue and challenges associated with <br />that, landscaping, materials used, solid waste, parking and signage. Rob Davidson, 3900 <br />Northwoods Drive, Arden Hills, was also present. Mr. Davidson preferred to hold off on <br />disclosing which company is going into the business park, but he was able to offer some <br />information on employment within the company. <br /> <br />Chair Tralle declared the Public Hearing open at 10:35 p.m. <br /> <br />Mr. Laden made a MOTION to continue the Public Hearing. Motion was supported by <br />Mr. Laden. Motion carried 4 - 0. (Tralle abstained.) <br /> <br />Motion was supported by Mr. Masonick. Motion carried 4 - 0. (Tralle abstained.) <br /> <br />D. NorthPointe 4th Addition Final Plat <br /> <br />Ms. Larsen presented the staff report. Staff recommends approval of the NorthPointe 4th <br />Addition final plat subject to the following conditions: <br /> <br />1. All comments from City Engineer letter dated June 2, 2016 shall be addressed. <br />2. A Development Agreement shall be drafted by the City, executed by the City and the <br />developer and recorded by the developer. <br />3. The Phasing Plan shall be revised to reflect changes from the original plan. <br />4. A FEMA Letter of Map Revision shall be required by the City prior to any building <br />permits being issued on lots affected by the floodplain. <br />5. No permanent enclosed structures will be allowed in the park pursuant with the City’s <br />Floodplain Management Ordinance <br />6. Title Commitment: <br />a. Consent of the Mortgagees shall be obtained <br /> <br />The board and staff discussed the length of the cul-de-sac, why the road is not being <br />finished, and remaining additions. <br />
